Non-submission of 50% games fund proves stumbling-block

JAMMU, Sept 22: Despite the submission of scholarship forms alongwith the copies of participation and merit certificates, in the concerned Youth Services and Sports Offices, the scholarship due to the sportspersons having participated in National School Games have been delayed this year.
This was revealed by aggrieved sportspersons through a statement issued to Daily Excelsior today.
The lack of funds has caused delay in granting scholarships to over 1500 sportspersons including participants as also medal winners in various disciplines of sports.
When asked about the delay in such payment, the reliable sources said, there are many reasons for delay in scholarships: Lack of funds being the major one and the other being the organization of four national level events in the State in a calendar year.
However, the most important reason for the delay has been the non-submission of 50% games fund with the Department of Youth Services and Sports by most of the private institutions in the State.
As per the set norms, the Department has to consider the players of those institutions for selection in different games and sports which submit 50 percent games fund with it. However, despite the non-submission of games fund with the department, the DYSS considers the talented sportspersons for selection, not letting the talent go waste. On one hand, the sportspersons of these defaulting schools get the privilege of representing the State at the national scene and on the other hand, they are much concerned about receiving scholarships than putting efforts to win medals and bring laurels for the State and for themselves as well.
“Though, the scholarship to the sportspersons is not granted out of the 50 percent games fund, yet this pool fund is always used by the department at the time of emergency and for that matter should have been proved beneficial in meeting out the expenses on the scholarships, but the sorry state of affairs is that apart from some premier institutions in the State, most of the other institutions are defaulters with regard to submission of this fund,” said a DYSS official.
It has been observed in the State that the sportspersons, barring a small devoted section, are much concerned about achieving certificates and scholarships rather than proving their mettle and achieving medals, added the official.
The scholarship due to the sportspersons needs to be released at an earliest and the sportspersons of the State at the same time need to work hard to win medals at the higher levels and keep the States’ flag high, rather than being lured by petty interests.
It is pertinent to mention here that the Government of Jammu and Kashmir, through the Department of Youth Services and Sports grants a scholarship of Rs 1750 for participation in National School Games and Rs 10,000 for medal winners in these games every year.
