Once considered prestigious and respectful status, 10+2 lecturer post has now been downgraded by the State Government after issuance of SRO-202 Dt 30.6.15, thereby making the so called Gazetted officers to serve on contractual basis for a period of five years on basic pay only. It is pertinent to mention here that throughout the world the teachers are given high grades of pay. This Government order is not justified from any point of view. Firstly, 10+2 lecturers fall in Gazetted cadre. Secondly, the contractual type appointee will get less pay than class IV employee serving in the same school. This will infuse sense of insecurity and inferiority in these highly qualified PSC selected young lecturers. Thirdly, highly qualified candidates holding M Phil, NET and Ph.D will leave the job shortly on getting better employment. Lastly, when the posts were referred to PSC there was no condition of compulsory service of five years in Zone III schools as these posts belong to the schools of the entire J&K state and not only from Zone III area schools. It may also be noted that almost 80 percent area of the State is already like Zone III due to poor road connectivity, topography, and climatic conditions. The female candidates have specific problems of safety and security in these far off areas. So they need to be exempted from such type of posting for their pre and post married life adjustment in their families.
Keeping the above facts, it is therefore, requested to J&K State Government to withdraw this unjustified SRO and issue orders for the regular appointment of 10+2 school lecturers as usual like all other gazetted service of the State.
