Ombudsman for ULBs

If the Department of Housing and Urban Development, under whose jurisdiction Urban and Local Bodies come, turned down two panels from the Law Department for appointment of Ombudsman and asked for a broad based selection, it is within its right to do so.  The Act says “the Governor shall, on the advice of Chief Minister, appoint a person as Ombudsman for Urban Local Bodies provided that a person has been a Judge of the High Court or is eligible to be appointed as Judge of the High Court”, adding “as per the rules, District and Session Judge, who has minimum of 10 years service, can also be considered for appointment as Judge of the High Court”. The fresh panel of seven names sent in by the Law Department now vindicates the spirit of the Act and we hope that Ombudsman will now be selected from among the seven names in the panel before it. The process should be completed now without loss of time.
