Education is an effective instrument of social change and it is the first and foremost responsibility of every Government to create conditions,infrastructure and atmosphere where every child irrespective of his caste, religion, financial or economic background, place of residence,is able to receive quality education so that he can play the role of a responsible citizen as he grows up.But it is sad that many schools,especially 10+2 schools in hilly and mountainous areas falling under backward areas, are functioning sans adequte staff thus negating the very objective of equalisation of educational opportunities for the students studying there.
Though the Government has opened schools in every nook and corner of the State and introduced reservation in various categories such as RBA/ALC, with a view to provide the children quality education,it is surprising that the RBA Act is not implemented in letter and spirit and many lecturers selected and appointed on the basis of RBA category manage their postings in or around cities in utter violation of the RBA Act.
Surprisingly, some of these lecturers have never served in the RBA areas though the RBA Act makes it mandatory for officers/officials selected on the basis of RBA category to serve for at least seven years in the backward areas on the basis of which they have been selected and in the event of there being no vacancy in those areas, they are required to be posted in backward areas adjacent to such areas vide Circular No.12 GAD of 2008 dated 08-04-2008 issued by the General Administration Department of the Government of J& K.
The result is that the hapless students studying in institutions falling in backward areas are deprived of their right to get quality education as a number of vacancies of different cadres are lying vacant in such schools. Thus, the need of the hour is to conduct a thorough probe into the whole matter and post the teachers and lecturers selected on the basis of RBA category in the areas against which they have been selected and appointed.The Government also need to pinpoint the officers found guilty of violating the provisions of RBA Act and thus,playing with the lives of the hapless students of RBA areas and award them exemplary punishment to avoid recurrence of such acts in future and the future of the students, who are the most valuable resource of a country,is not spoiled.
