‘Militancy limited to small geographic area’

JAMMU, Dec 22: Prime Minister Narendra Modi said today that the people of the country were proud of police force in Jammu and Kashmir for their role in countering terrorism in the State and called upon police force to be vigilance in checking “dark forces of radicalization”.
He lauded police force of the country for limiting terrorism to a small geographic area of the country.
The Prime Minister made these remarks while addressing annual DGP/IGP conference at Kevadiya in Gujarat this afternoon on last day of the three-day conference, which was attended by top brass of police from across the country.
Referring to Jammu and Kashmir, where security forces have been eliminating terrorists frequently with this year 248 militants having already been killed in the Valley, Modi said the people of the country are, in particular, proud of police forces in Jammu and Kashmir for their role in countering terrorists and successfully engaging them.
“Police personnel were working hard in adverse circumstances,” he said.
However, the Prime Minister regretted that quite often, the police personnel don’t receive the recognition they deserved and called upon senior officers to work towards greater recognition of police personnel, who work for the benefit of the people.
He was all praise for police force for their success in countering terrorism and limiting it to a small geographic area of the country. Though he didn’t name Kashmir, the reference was obvious as terrorism has been confined to some pockets of the Valley only while there had been no major terrorist activity in other parts of the country during four and half years of NDA Government.
He also urged police force to be vigilant in countering the “dark forces of radicalization, and to engender trust among all communities across the nation”, an official statement said.
It said the Prime Minister cautioned the security establishment about “divisive elements” exploiting the caste fault lines for short term gains and pitched for isolating them at the grass-roots level.
He noted that “caste fault lines are being exploited by divisive elements for short term gains”.
He urged police force to continue working for the unity and the integrity of India.
“Let us strengthen forces that promote unity and isolate divisive forces at the grass-roots level,” the statement said quoting Modi.
He said that social media can be used effectively for this purpose.
The Prime Minister emphasized on the need for capacity-building in police force on the subject of cyber security.
Modi tweeted that he had a “productive day” at the conference of DGP/IGPs.
“It’s been a productive day at the Conference of DGPs/IGPs in Kevadiya,” he said, adding: “We’ve been having detailed presentations on various aspects relating to national security”.
“During the Conference of DGPs and IGPs, I’ve also got the opportunity to meet select groups of officials and discuss specific issues pertaining to policing and security,” Modi said in another tweet.
He presented the President’s Police Medals for Distinguished Service to Intelligence Bureau officers. He congratulated and appreciated the medal winning officers of IB for their dedication and commitment to service.
The Prime Minister released a commemorative postage stamp on the National Police Memorial. He said the memorial should become a source of inspiration for all.
He launched the portal of the Cyber Coordination Centre. This is envisaged as an umbrella platform that will help law enforcement agencies coordinate their efforts to solve all cyber crimes and incidents.
The Conference was inaugurated by Union Home Minister, Rajnath Singh on Thursday during which he had voiced concern over militants and separatists in the Kashmir valley being funded by Pakistan which, he said, remained a cause of concern. He had charged the separatists with trying to exploit the situation to fan trouble in the Valley.
