Sir,
The people which have been categorised as Reserved Backward Areas (RBA) face many problems which have been highlighted a number of times but never addressed by the successive Governments so far despite assurances time and again. Now, when new Government has assumed office the problems of this community will be taken into account, and redressed the problems are repeated once again.
If a non RBA girl marries an RBA person she has to wait for a long 15 years to get RBA Category Certificate as per existing law, which is really a cruel joke with the women folk living in backward areas.
While as Government on the one hand offer facilities like Voter Card, State Subject etc for its political vested interests but on the other hand denies them (Women folks) their social rights. Earlier the situation was different and women were given due share in reservation but since 2006 vide Govt Order No. GAD (Adm) 18/2006-1 dated 27.2.2006 the RBA status to non RBA girl marrying to a RBA person was denied reasons best known to the officials/politicians at helms of affairs.
Lacs of RBA category women living in more than 2200 villages across the State are deprived of their rights of equality and justice by the said order.
The community demands that a separate Board on the pattern of SC/ST/OBC Advisory Board be setup and the Income Slab be raised from Rs 4.50 lacs to Rs 7.00 lacs. The issues pertaining to the community are neglected as there is no monitoring/governing body for the RBA Community.
It is pertinent to mention here that Shenaz Ganai, the then MLC, National Conference had raised up the issue in the Assembly and got an assurance that the same will be looked into judiciously.
Even the then BJP MLA Jugal Kishore Sharma had said that this is a wrong policy that needs to be looked into and the BJP, whenever in power, would take the cognizance of the matter and resolve it.
It is hoped that after getting the mandate from the people of Jammu, BJP would take the issue seriously and come up with a solution to it.
This is a matter of grave concern. This issue needs a legislative Amendment and as soon as BJP after assuming power should look into this problem.
Yours etc…..
