Plus 2 Lecturers urge Governor for removal of Pay anomalies

JAMMU, Aug 5: Monthly meeting of All J&K Plus-2 Lecturers’ Forum was held under the chairmanship of its president Deepak Sharma, here today, in which various issues and concerns pertaining to Plus 2 community were discussed threadbare.
Deepak Sharma appealed Governor for his personal intervention for removal of Pay anomalies concerning Plus 2 cadre. He said that Plus 2 component of Education got delinked from colleges in the year 1975 and pay anomalies were created and parity of grades was done in 2005 when they were placed in 8000-13500 scale.
“Though it was a running scale, neither its consequential benefits were provided nor sanction was accorded to Time Bound Promotion in favour of Plus-2 Lecturers. Also they were placed in Pay Band -2 instead of Pay Band-3 contrary to S L Bhat Cabinet Sub Committee recommendations during 6th Pay Commission implementation,” he explained.
Forum sought removal of all these anomalies and demanded Time Bound Promotion in the shape of Assured Career Progression Scheme (ACP) for Plus-2 Lecturers.i.e. Three Time Bound Promotions within a span of 20 years of service on analogy of other gazetted officers as assured by Advisor to Governor
The other major issues, raised during the meeting, included; expediting of regularization process of all Incharge incumbents of Education Department right from incharge lecturers to Joint Directors, exemption of newly appointed Lecturers from SRO 202 or
It’s complete revocatiion for all cadres, fixation of Induction Quota into KAS in favour of Plus 2 lecturers or Repatriation of Joint Directors of KAS cadre from Education Department to their parent cadre, non vacational status to Plus 2 Principals, revival of 40 percent college quota, removal of Pay anomalies and regularization of Physical Education Lecturers and release of promotion lists of Senior Lecturers , Principals , CEOs and Joint Directors at the earliest for effective Teaching-Learning process.
Deepak Sharma also demanded issuance of formal order for hasslefree withdrawl of salary of Plus 2 Principals working on different assignments in surplus capacity.
