JAMMU, May 29: A meeting to review the implementation of Comprehensive Primary Health Care (CPHC) through establishment of Health & Wellness Centres was held today under the chairmanship of Atal Dullo, Principal Secretary Health & Medical Education, Department, J&K.
The meeting was attended by Bhupinder Kumar, Mission Director, NHM, J&K; Dr Kunzus Dolma, Director Health Services, Kashmir; Dr Samir Mattoo, Director Health Services, Jammu and all Chief Medical Officers. All Jammu based officers joined the meeting through video conference.
Health & Wellness Centres are upgraded Sub-Centres/PHCs and UPHCs are envisaged to provide a comprehensive package of 12 services which includes screening for Hypertension, Diabetes and three common cancers viz; Oral, Breast and Cervical cancers. State Government has decided to provide free basic diagnostics and drugs through these Health & Wellness Centres.
During the review meeting, the Principal Secretary emphasized on early establishment of Health & Wellness Centres as per the guidelines issued by Government of India. Further, he also instructed to ensure that necessary infrastructure including repair, renovation, functional toilets and complete Facade Branding is put in place in a time bound manner. All the Chief Medical Officers were directed to ensure the availability of Drugs, Diagnostics, services and installation of Bio-metric attendance system in all the Health & Wellness Centres.
It was directed that staff posted at Health & Wellness Centre should not be relocated to any other institutions under any circumstances to ensure presence of staff for providing the services of Comprehensive Primary Health Care. Further, in order to ensure the presence of staff, it was directed that no salary of the staff in these Health and Wellness Centres shall be released from June onwards if Biometric Attendance System is not installed.
