SRINAGAR, July 7:Abdul Latief Deva, Chairman, Jammu and Kashmir Public Service Commission, called on Governor N. N. Vohra, at the Raj Bhavan here today.
Chairman briefed the Governor about the advances made by the Commission and some of the difficulties, administrative legal and others which impeded.
Governor stressed the crucial importance of the Commission maintaining transparency and unimpeachable standards as even a slight compromise would lead to the functioning of public offices, departments and agencies being adversely affected by the inadequate performance of functionaries who were not selected entirely on merit.
He advised the Chairman to ensure against any controversies and see that every effort is made by the Members and staff of the Commission so that all stake holders continue to repose full faith in the Commission.
Governor urged Chairman to ensure minimum human intervention and maximum use of Information Technology in the conduct of examinations, videography of interviews etc to enhance both efficiency and transparency.
S. J. M Gillani, Director Vigilance also met Governor and apprised him about the present status of the work being done by the State Vigilance Organization; the pendency of cases; reasons for delay in the finalization of enquiries; which include the indifference of the concerned departments in furnishing the related records of cases and the long delays, resulting from stay orders passed by the High Court in regard to cases under investigations; delays in the production of challans; delays in the proceedings in the Trial Courts; inadequacy of staff in the Prosecution Offices of the recently created Anti Corruption Courts; and SVC Rules 2013 not being in consonance with the SVC Act, 2011.
Governor advised Gillani to continue making vigorous efforts to ensure the finalization of cases in the shortest possible time frame, without any fear or favour, and observed that he would be discussing these matters with the Chief Minister.
