Re-organize Public Sector Undertakings

Sir,
The kind attention of Administration of J&K State Govt under the command of the Governor of J&K State is drawn towards the deteriorating condition of the Public Sector Undertakings (PSUs)/Autonomous bodies. Due to financial crisis and inadequate  funding by the State Govt, the salary/wages of employees working in different PSUs/Autonomous bodies are pending for several months. The DA installments are pending for release in their favour, besides arrears of 6th Pay recommendations. Although the equal work and equal pay is the fundamental right of all categories of employees yet the employees of PSUs/Autonomous bodies are being treated with the step motherly treatment by the Govt.
The employees working in different State Govt owned PSUs/Autonomous bodies have to run from pillar to post for settlement of their retiral benefits after their superannuation from the active service which is grave injustice/inhuman treatment with them and their wards. It is also a sorry state of  affairs that there are no pensionary benefits for the employees of PSUs who have been appointed before 2010.
In order to streamline/re-organize the PSUs, the Govt should provide adequate budgetary support to the ailing PSUs, constitute committees for auction of all the condemned vehicles, scrap and sale of idle land lying with the respective PSUs  / Autonomous bodies, constitute an Empowered Committee for appointment of efficient and qualified bureaucrats as heads of these organizations without encouraging red tapism and nepotism. All sorts of appointment in these organizations should be made under the administrative control of the Empowered Committee. Unviable and uneconomic PSUs should be closed down immediately and the effected employees should either be deputed to the Govt deptts or their retirement dues should  be settled by the Govt by keeping sufficient budgetary provisions so that natural justice is done with  the hapless employees and their effected families.
