Regularisation of Incharge Incumbents

Sir,
On the recommendations of Departmental Promotion Committees(DPCs) for promotion constituted by the government,all the promoted incumbents in various departments are ‘placed in their own pay and grade with charge allowance as admissible under rules, for a period of six months or till the posts are filled up on regular basis,whichever is earlier’.But it is sad that a large number of lecturers,Principals and equivalents,CEOs and equivalents and Jt.Directors and equivalents serving in the School Education Department in the Incharge capacity have not been regularised for years together.
Similarly,the lecturers in Physical Education have not been regularised since their posts were created in 2008.Some dropout lecturers in various disciplines,who were not regularised during the last regularistion are also awaiting their regularisation.The Administrative Department did start an exercise by asking the Director, School Education Jammu/Kashmir in the month of May,2015 to submit the cases of the Incharge Officers on the prescribed Proforma within ten days for their regularisation.About a year has lapsed since then but the Officers are still serving without being regularised.All this has led to stagnation of Officers at various levels.The gravity of the situation can be gauged from the fact that Incharge Principals have not been regularised since 2007 .
The delay in regularisation of Incharge incumbents results in blocking of promotionsl avenues for various posts.For instance,Incharge lecturers are serving on the post of masters,Incharge Principals,on the post of lecturers and so on.If the Incharge officers are regularised on their own posts,the posts they are presently holding will fall vacant and thus, provide avenues to other officers/officials for their promotion to fill those posts and ultimately more job avenues can be created for the unemployed youth.But it is painful that many officers have since retired without being regularised.
Therefore, the Education Minister and all the higher officers of the Department are requested to take immediate measures to end inchargism in the School Education Department of our state.Wouldn’t it be better if such a mechanism is created where the promotees are adjusted on clear posts after being regularised by the competent authority.
