This refers to article titled “RTI An engine of development” by Dr Raja Muzaffar DE July 29th 2017. The author has once again highlighted the importance of RTI to ensure better implementation of developmental works by quoting Chief Information Commissioner, Khurshid Ganai’s statement made during an interaction with District officers of Budgam last month. Author has highlighted the irresponsible role being played by First Appeallate Authorities (FAAs) as majority of them are not at all familiar with the provisions of J&K RTI Act and their role in disposing off RTI appeals. In dozens of cases FAAs simply forward the RTI 1st appeal cases to other officers which is totally against the provisions of the RTI Act. Recently CIC issued notice to PIO and FAA of FC Revenue office asking them to abstain from using normal bureucratic way of disposal of RTI applications and appeals. Hope CIC will impress upon Govt to ensure proper training is given to designated First Appellate Authorities (FAAs).
