Srinagar, Oct 7: Speaker Legislative Assembly Kavinder Gupta today directed the Chief Secretary to report to the House about allegations of mess in the Education Department that has led to lack of staff in various schools.
The issue was raised by BJP MLA R S Pathania and several other BJP MLAs in the house during Zero Hour. The BJP members said that they received insufficient and incomplete reply from Education Minister yesterday.
They wanted to know what is the exact guideline, circular, criteria for rationalization with regard to process where schools have been closed or relocated by the Department of Education.
They also wanted to know whether there is any Legislative, Cabinet decision or policy decision behind the rationalisation. They said that the Administrative Officers are giving choice to their favourites of their postings.
They said in majority of cases children from closed schools have not joined or resumed studies in relocated schools.
They said that the department has put all the ReT panels in Jammu and as well as Kashmir division on hold and a sense of uncertainty prevailing all over.
They asked what is the justification behind holding the process of regularization in KBGY teachers from Jammu province, as to why inter district transfer in Kashmir province have been ordered to be effected for an indefinite period while the policy contemplates that it shall be for a period of 2 years only.
They asked why contractual teachers’ data (need /assessment) has been sought from districts in Kashmir and not from those in Jammu.
They asked under what authorization, a black Scorpio of the Directorate of RAMSA has been gifted to an IAS officer who is holding the charge of Deputy Commissioner in Kashmir. “While she was province level head in Jammu an office table costing Rs. 2.5 lakhs and curtains costing Rs. 1.5 lakhs were purchased and are still lying in that office although the lady stands transferred there from”, they alleged.
They asked under what authority Commissioner /Secretary Education has appointed son of his Peon in Directorate of RAMSA at Jammu for a period of 89 days despite blanket Cabinet ban.
They further wanted to know that under what authority/ guideline/policy scores of lecturers have been adjusted against posts meant for lecturers of other faculties.
