This refers to the news item’PSC to conduct exams for Combined Services in far flung areas’(DE,Dec 31,2015).It is really heartening to read that the Jammu & Kashmir Public Service Commission,which has become fully functional now,has initiated a slew of measures to streamline the process of recruitment.Some of the initiatives taken by the Commission include shifting to Online Application Form (OLAF), One Time Registration (OTR), opening of examination centres in farflung areas,video recording the interviews and installation of CCTV cameras in the Examination Halls at Jammu & Srinagar to monitor the activities of the examinees and the supervisory staff to check the use of unfair means during examination.
All these measures, if implemented in letter and spirit, will go a long way in bringing efficiency and transparency in the functioning of the PSC.The publication of the Official Key before the declaration of result is yet another measure to bring transparency in the process of recruitment.
At the same time,the Commission ought to expedite the process of convening Departmental Promotion Committees (DPCs) and clear the cases for regularization/promotion of officers of different departments pending for years together so that stagnation at various levels comes to an end and new posts are created and uneducated youth are provided employment. Examination Halls also need to be constructed at District Headquarters and CCTVs installed so that various examinations by different Boards are conducted in a fair manner.The recent case of alleged mass copying at two centres in Jammu should serve as eyeopener for SSB and the Board should take appropriate measures to check the menace of copying and improve its credibility so that the faith of the unemployed youth is restored in the System.
