SVC reviews case progress of illegal appointment

SRINAGAR, July 29: Taking serious note of omissions and commissions, committed by the then Administrator, Municipal Committee Tangmarg, regarding alleged illegal appointment of one Mushtaq Ahmad as Works Supervisor and giving him undue benefits from time to time in violation of standing rules and regulations thereby causing huge loss to State exchequer, the State Vigilance Commission (SVC) has directed Director Vigilance Organization to expedite the investigation of the case and ensure action against officials involved.
These directions were issued by the Commission at a meeting chaired by the Chief Vigilance Commissioner here today, convened to review the progress of investigation in the case registered under FIR NO.13/2015,P/S VOK, Srinagar against Mushtaq Ahmad Dar.
The Commission was informed that Mushtaq Ahmad (AE) was initially appointed as Works Supervisor by the then Administrator vide Order NO NAC/GT/87/26 Dated 05-10-1987 in the Municipal Committee Tangmarg without following transparent process for appointment and also despite, the fact that the incumbent was under- age at the time of appointment. The said Administrator also deputed Mushtaq Ahmad for undergoing three year diploma course in Civil Engineering at Government Polytechnic College, Srinagar and later to REC Srinagar for pursuing BE course in Civil Engineering from Nov 1995 to April 2000 and deceitfully managed to draw the salary for the period of study besides, showing himself present on duty in his service book during the period of pursing of Diploma/Degree courses.
