SWD gets another rap

A second rap from the CAG within a span of two weeks further brings forth the denouncement of the Social Works Department. This time the CAG has exposed gross violation of rules in the case of selection for and disbursement of scholarships to ST students of the State. Throwing all instructions and guidelines to winds, the department has left no branch intact. Financial assistance was given to computer training institutes not eligible to be the recipients because they are not up to the standard prescribe by the guidelines. Scholarships have been paid in excess and against the rules. Out of 44,453 applications received from ST students during the period 2008-12, scholarships were in favour of 37,322 students only leaving 7131 students uncovered. Unauthorised payment of Rs 4.26 crore was made to 20 computer institutions / centres where 2046 students studied. These did not meet the standard prescribed. Even some of the courses to which students were admitted were not authorised. Rs 4.98 crore have been paid to 2,342 students who had pursued computer courses in private computer institutions without being registered in NELIT.
Norms and rules in SWD  are  being violated deliberately, payments are made to ineligible persons and institutions, proper accounting is lacking and there is no accountability.
