This is with reference to the news “Transfers in violation of policy, postings of juniors on higher posts become routine.” published in DE May14, 2017.In suppression of all previous orders and circulars a new transfer policy was implemented in the year 2010.In the revised policy it was specifically stated that the minimum tenure of a Government employee on a post shall be two years and a maximum of three years and premature transfers shall generally be avoided. However, if the performance of the employee found to be below job requirement or if there are grounds for initiating enquiry or disciplinary proceedings against the officer in that case pre-mature transfers were allowed. It has been reported that in violation of the Transfer policy the pre-mature transfers of IAS as well as KAS officers have become routine in the state during the past few months. Even junior officers have been posted on senior positions much to the disappointment of the eligible officers. It is very strange that an Accounts Cadre officer has been posted as Director of a department despite the fact that he is not even a KAS officer. In a startling revelation it has been further reported that a Munsiff in the State Judicial Service has been posted as Managing Director of a Corporation under the administrative control of Transport Department only because he enjoys the backing of certain politicians. There are so many other cases of Transfers pertaining to different departments/ corporations as reported.
From the above it clearly establishes that the Transfer Industry is flourishing in the state despite making tall claims of the present dispensation that no favoritism is possible today as every case is decided on the basis of merit. It appears that the present dispensation has not learnt any lesson from the past and the so called “Transfer Industry” has been resurfaced again as only those officers who are either enjoying the political patronage or have links with bureaucrats are being considered for pre-mature transfers of their choice.
It is hoped that good sense will prevail on the concerned authorities and the new Transfer policy enforced on 28/07/2010 would be implemented in letter and in spirit so that the resentment brewing among the neglected but eligible senior KAS officers and others would be subsided shortly.
