Underage appointed in Health Deptt

Srinagar, Jan 28: The scamsters in the Health Department, Kashmir who have made over 2000 fraudulent appointments for past two decades, have appointed underage people and issued appointment orders even on Sundays, reveals the Audit and Inspection report submitted to Health Department early this month.
The report says that underage have been appointed in the Health Department as the scamsters who appointed around 2,000 people fraudulently, have not even bothered about the age limit.
The audit report has quoted few instances where the Health Department officials have appointed underage people across Kashmir valley. In one of the instances the report says that as per the Service books, the Chief Medical Officer Anantnag made appointments of underage people.
The report reveals that one of the appointees, Shabir Ahmad Sheikh, was appointed on 29-08-2003 when his date of birth is 25-06-1985 and he was short of 5 months and 24 days on the date on appointment. “Mehraijudin Sheikh was appointed on 13-06-2008 and his date of birth is 08-02-1990 and he was short of one month and seven days on the date on appointment. Perwaiz Nabi Mochi was appointed on 30-03-2009 and his date of birth is 01-04-1991 and he was short of 3 months on the date on appointment. Rayees Ahmad Mochi was appointed on 30-03-2009 and his date of birth is 23-12-1991 and he was short of 11 months and 22 days on the date on appointment. Ummer Bashir was appointed on 26-05-2003 and his date of birth is 20-10-1985 and he was short of 9 months and 19 days on the date on appointment. Mohammad Iqbal Mochi was appointed on 01-04-2007 and his date of birth is 01-03-1989 and he was short of 2 months on the date on appointment”, the report says.
The report says that Mohammad Afzal Khan, Muneer Akhtar and Mehrajudin Mochi who were also appointed fraudulently in Anantnag have produced school leaving certificate in place of Date of Birth certificates and the officials while making entries in their Service books have not raised queries about it.
The Chief Medical Officer Anantnag in response to a letter by Audit and Inspection team to verify 117 dispatch numbers under which 529 illegal appointments were made in Health Department in district Anantnag has revealed that maximum number of these dispatches either didn’t exist or exist as routine departmental orders other than appointment orders.
The CMO writes that the dispatch 8295-96 dated 30-03-2009 under which appointment orders were dispatched do exist but not as appointment order. “It exists as workshop on 15, 16 and 17 April 2009 at IMPA, Srinagar”, he says.
Even the appointment orders were issued on Sundays. CMO in his reply to the Audit team writes that Dispatch number 3736-37 dated 25-01-2009 under which fake appointment was made does not exist and further reveals that 25-01-2009 was Sunday.
The CMO Anantnag writes that 9482-83 dated 19-11-2003 does not exist. The CMO says that it exists as 9481-83 as allotment of funds.
It may be mentioned here that after the fake appointment scam surfaced in the Health Department, Finance Department has directed that the salary of these employees should not be released.
Majority of these appointments, 139, have been made in Chief Medical Officer (CMO) Srinagar. The district Anantnag is topping the list of these illegal appointments with 529, followed by Baramulla district with 509 appointments. In district Srinagar 216 such appointments have been made with 259 in Budgam, 83 in Pulwama, 153 in Kupwara, 160 in Bandipora, 97 in Ganderbal, 190 in Kulgam and 81 in Shopian district.
