USTA demands strict implementation of transfer norms in School Education Deptt

JAMMU, Jan 20: J&K United School Teachers Association has demanded that transfer policy in the School Education Department should be rationalized and strictly implemented for streamlining the Department.
An emergency meeting of the Association was held today under the chairmanship of provincial president Hari Singh who expressed grave concern over the state of affairs as far as the transfers in the School Education Department were concerned.
He said that cancellation or non cancellation of deployments / attachments is immaterial unless and until entire transfer policy is rationalized and strictly implemented.
The Association rued that since last 3 or 4 years, entire system of transfer, postings and promotions in the School Education Department was derailed giving rise to large scale corruption and nepotism.
USTA made strong plea to Governor administration to pinpoint the responsibility for this devastation of norms and put on trial the persons responsible irrespective of their stature.
Meeting further expressed its anguish over non release of salary in favour of teachers working under SSA and RMSA as well as Masters / Lecturers repatriated from Reasi, erstwhile Doda district, Leh and Kargil who are not posted against clear vacancies.
USTA also alleged inordinate delay in routine matters in all offices and said that files were not being cleared unless the applicants make frequent visits to the offices.
Files for regularization of ReT Teachers, permission cases for higher qualifications, ReT Panel for publication, medical reimbursement cases, time bound promotion cases etc are waiting for clearance in the Directorate of School Education since long, the meet said.
USTA urged the Governor to concede genuine demands and also release 17 percent pending DA in favour of Government employees and pensioners.
The meeting was attended by Rajiv Kumar, Dr Shashi Pal, Zulfkar Ali, Malik, Pradeep Singh, Darshan Lal, Raj Kumar, Kishori Lal, Madan Singh, Shanti Saroop, Surinder Singh, Roop Lal and Sham Lal.
