Srinagar, Feb 24: The Health Department of the State is sitting over the illegal and fake appointments detected by the State Vigilance Organization (SVO) in the department 5 years ago.
The SVO had directed the Health Department to cancel 63 appointments that they had established as illegal and fake in Central Kashmir district of Budgam in 2008. The Organization had also suggested departmental action against officials responsible for making these appointments.
The then Commissioner, SVO in a letter (No. SVO Veri-DBP-55/2007-10448-51 dated 20-10-2008) to Commissioner Secretary to Government of Health and Medical Education Department J&K Srinagar had said: “In the course of an enquiry, the SVO has detected illegal appointments of Nursing Orderlies, Safaiwalas made by Chief Medical Officer Budgam in the blocks of Charar-e-Sharief, Khan Sahib and Beerwah in district Budgam in violation of relevant rules. Some of these orders have been found fake and forged.”
The Commissioner SVO while directing cancellation of these illegal and fraud appointments had asked for departmental inquiry against the officials responsible for these appointments. The order directs: “..departmental action under Service Conduct Rules against the officials responsible for these illegal, fraudulent appointments should be taken”.
Sources said that the department has failed to take any action against any of these illegal appointees or against any of the officials responsible for making these appointments. “The file was buried in the Civil Secretariat and in Director Health Services Kashmir office in Srinagar as these appointments were done in connivance with some of the officials in these two offices”, sources added.
As per the documents submitted by the SVO to Health Department these appointments were made between 2000 and 2006 by the then Chief Medical Officers – Dr G A Mir, Dr A G Manroo, Dr M Ismael Ganai and Dr Abdul Gaffar- and their service books were prepared by the Block Medical Officers of Charar-e-Sharief, Khan Sahib, Chattergam, Soibugh and Beerwah in district Budgam.
Sources said that majority of these CMOs have retired by now. However, two of the BMOs, who prepared their service books, are Deputy CMOs of Anantnag and Budgam districts.
These 63 illegal and fraud appointments were also detected by the Audit and Inspection team of the Director Audit and Inspection Jammu and Kashmir that submitted its report to Finance Department last month. The report had listed 2222 fraudulent and fake employments, mostly on permanent basis, that have taken place across Kashmir valley in different hospitals and the Directorate of Health Services Kashmir since 1990s.
The Commissioner Secretary Health and Medical Education Department, Manoj Kumar Dwivedi, admitted that no action has been taken by the department so far against the officials who were responsible for these illegal and fake appointments nor these appointments were cancelled so far. He, however, said that these are being verified and action has to be taken and will be taken soon. “We are also verifying why action was not taken on the report so far”, he added.
