Vigilance presents challan against Revenue Collector

JAMMU, Sept 30: State Vigilance Organization (SVO) has presented challan in the Court of Special Judge Anticorruption, Jammu against Shiban Lal, the then Revenue Collector in the office of Resident Commissioner, New Delhi for misappropriation of Rs 16, 94, 984.
According to the challan, Shiban Lal, Supervisor of Food and Supply Department was posted as Revenue Collector during the period between July 26, 2002 to March 27, 2007. His duty was to collect revenue from Receptionists-cum-Telephone Operator (RTOs) and deposit the same with the cashier of the Resident Commission at 5-Prithviraj Road, New Delhi.
The RTOs were entrusted with the task of collecting room rents /water/electricity charges against GR’s from the guests and the employees of J&K Guest House at Chanakyapuri, New Delhi.
It was prima-facie established that Shiban Lal had not deposited the full amount collected by him from RTOs with the cashier and dishonestly misappropriated Rs 16,94,948.
Accordingly, a case was registered under Section 5(1)(c), 5(2) Prevention of Corruption Act, 2006 read with Section 409-RPC. After completion of investigation, challan was presented against Shiban Lal Dhar, who was declared absconder. The proceedings under Section 87/88 have been launched against him.
