Woes of handicapped persons

Unfortunately we have large groups of differently handicapped persons in the country and in the State. Most of them are naturally handicapped. We are sorry that they are unable to reap the full fruit of a successful life. However, a welfare State is bound by moral law to provide them additional succour to make their life comfortable. There are many such people as have been rendered immoveable. The Social Welfare Department comes to their rescue and occasionally and intermittently provides them some relief in one way or the other.
Recently a camp was held by the Social Welfare Department at Dak Bungalow in Baramulla. A large number of disabled persons from the entire district had assembled there. But most of them complained that the department was not paying heed to their request for a three-wheeler mobile apparatus to enable them move around. The complaint was that the department has not regulated system of offering the vehicle to the differently disabled persons of the district. Many of them complained that they had been knocking at the door of the department for several years but there was no response. Some even complained that whenever they tried to visit the authorities in department, they were thrown out by the functionaries.
We entreat upon the Social Welfare Department to treat these people with sympathy and care. They are part of our society and we cannot be harsh and unsympathetic to them. They are already bearing the wrath of the nature and we human beings should not add to their miseries. We hope the Social Welfare Department will streamline its functionality and do justice to all the deserving people in this category.
