Status of one kept in sealed cover, 2 refuse inductions

JAMMU, Aug 3: The Department of Personnel and Trainings today issued a formal notification for induction of 16 officers of Jammu and Kashmir Administrative Service (JKAS) into Indian Administrative Service (IAS).
A total of 28 inductions were approved by the Union Public Services Commission (UPSC) in its meeting with top officials of J&K Government and DoPT last month. Of them, eight have retired from the services, one has died while fate of another was sealed in the envelop in view of an inquiry. Two JKAS officers refused to get inducted into IAS.
The list of induction of 16 JKAS officers into IAS was released by the DoPT today.
These inductions were made possible due to the tireless efforts of Arun Kumar Mehta, Chief Secretary, and Manoj Kumar Dwivedi, Principal Secretary, GAD under the guidance of Lieutenant Governor Manoj Sinha.
The GAD Principal Secretary took the initiative by first resolving the seniority disputes followed by internal promotions and then inductions of JKAS officers into IAS after a gap of 12 years.
Sixteen serving JKAS officers have been inducted into IAS for the years 2013-2018. Three officers have been appointed against vacancies of 2013, two against vacancies of 2016, three against vacancies of 2017 while eight vacancies have been filled up for the year 2018.
The 1999 batch JKAS officers are the major beneficiary of the inductions which have been carried out purely on seniority basis after the seniority list was finalized by the GAD.
Many IAS officers were presently holding charge of twin departments and the promotions are likely to lessen their burden besides boosting the moral of local officers.
With inductions becoming a regular feature, more JKAS Officers are likely to be benefited by getting inducted into the prestigious Indian Administrative Service.
The exercise for induction of JKAS officers into IAS was delayed because of seniority disputes and certain other issues.
However, the General Administration Department headed by Manoj Kumar Dwivedi, initiated the exercise last year, which finally culminated in today’s notification.
The Year of Allotment of IAS will be finalized later.
Three officers promoted against the vacancies of 2013 are Talat Parvez Iqbal Rohella, Commissioner/ Secretary, Hospitality and Protocol, Rukhsana Gani, Chairperson J&K Special Tribunal and Rehana Batul, Commissioner/ Secretary Public Grievances.
There were no vacancies for the year 2014 and 2015.
Two officers were inducted into IAS against the vacancies of 2016 including Mir Tariq Ali, Director General, Women & Child Development and Amit Sharma, Secretary Administrative Reforms, Inspections and Trainings and Mining.
Three JKAS officers were promoted to the IAS for the vacancies of the year 2017.
They are Nazim Zai Khan, Secretary Disaster Management, Relief and Rehabilitation, Shakeel-ur-Rehman Rather, Food Safety Commissioner and Pardeep Kumar, Director Archives, Archaeology and Museums.
Highest number of eight JKAS officers were inducted into IAS against the vacancies for the year 2018.
They include Rahul Sharma, Secretary General Administration Department, Narinder Singh Bali, Secretary Forests Department, Aijaz Ahmad Bhat, Secretary Labour and Employment, Hashmat Ali Yatoo, Administrator Associated Hospitals Srinagar, Majid Khalil Ahmad Drabu, Controller Legal Meteorology Department, Mohammad Iqbal Wani, Secretary Agriculture, Sheikh Arshad Ayub, IG Registrations and Rajesh Sharma, Custodian General.
