To remove confusion, single Deptt to facilitate deputations

JAMMU, Mar 15: Nearly 18 more officers of the All India Services (AIS) are likely to be posted in Jammu and Kashmir shortly after No Objection Certificates (NOCs) from various departments, some of whom are natives of the Union Territory while the Central Government has decided to create one single department to facilitate posting in J&K amidst reports that some of the officers have applied to their own State/UT Governments where they are posted, others to DoPT or J&K Government.
Over a dozen AIS officers including IAS, IPS, IFS, IRS and other Services have been posted in Jammu and Kashmir during past few months ever since the Union Ministry of Home Affairs sought applications from the senior officers for posting in the Union Territory in view of shortage of officers.
“Around 18 more officers of All India Services are likely to be posted in Jammu and Kashmir shortly. Their cases are under process at various stages. Their formal posting orders on inter-cadre deputation to Jammu and Kashmir ranging from a period of three to five years will be issued by the DoPT shortly,” sources said, confirming that some of them hailed from the Union Territory and are posted in different States/UTs while other are outsiders but are ready to serve here.
And 18 isn’t the final figure as, sources said, some more officers of All India Services in confusion have applied for inter-cadre deputation to Jammu and Kashmir before their own States/Union Territory Governments. Some others have sent their cases to the Ministry of Home Affairs while few have applied to the Department of Personnel & Training.
“To remove any confusion, the Central Government is likely to notify one single department to facilitate the cases of transfer and postings of the officers from different All India Services to the Union Territory of Jammu and Kashmir,” sources said. They added that the Department could be either in the Union Ministry of Home Affairs, which is Nodal Ministry for the Union Territories, or the Department of Personnel & Training, which controls the working of IAS officers.
“A single email ID is also likely to be generated for the officers who want to apply for getting posting in Jammu and Kashmir,” sources said.
They said that the officers seeking posting in Jammu and Kashmir are not only from the IAS and IPS but also many other All India Services.
Some of the officers belonging to Jammu and Kashmir, who were selected in the latest selections made by the Public Service Commission (PSC), have also applied for posting in Jammu and Kashmir through AGMUT cadre.
However, there have been no takers of posting in the Union Territory of Ladakh as, according to sources, only one request has so far been received for posting in the Union Territory. It may be mentioned here that there has been acute shortage of IAS and IPS officers in Ladakh and majority of officers posted there belonged to erstwhile cadre of Jammu and Kashmir which has since been merged into AGMUT. Right from Advisor to the Lieutenant Governor of Ladakh to Deputy Commissioners and district police chiefs and even below, the civil and police officers mostly belonged to either Jammu and Kashmir cadre are hailed from J&K.
During past few years, a number of youths had qualified for IAS from Jammu and Kashmir but majority of them couldn’t get home State/UT due to less number of available posts and they were allotted cadre of other States. The freshers, according to sources, are delighted by the Government decision as they will get a chance to serve in their home UT. While some of them were recently posted in Jammu and Kashmir, others have applied for posting in their home UT.
Jammu and Kashmir has sanctioned strength of 137 IAS officers but against them only 58 were working in the Union Territory till the Central Government started deputing All India Services officers from different States/UTs here.
Recently, the Union Ministry of Home Affairs had abolished Jammu and Kashmir cadre for All India Services including Indian Administrative Services, Indian Police Services and Indian Forest Services and merged it into Arunachal Pradesh, Goa, Mizoram and Union Territory (AGMUT) cadre which now comprised 10 States and Union Territories,
Sources said the Union Territory Government will have to hold Cadre Review to increase sanctioned strength of the All India Services which is fixed for all States and UTs, who are part of AGMUT cadre, unless revised.
It may be mentioned that couple of months back, the Union Ministry of Home Affairs had invited requests from the Central Government officers of various services for posting in the Union Territories and Jammu and Kashmir and Ladakh which have been facing acute shortage of officers.
