2-day GCM on draft capex budget 2019-20 begins at Council Secretariat

LEH, June 11: Two-day General Council Meeting (GCM) on draft capex budget 2019-20 of Leh district commenced under the chairmanship of acting CEC, LAHDC Leh, Deputy Chairman LAHDC Gyal P Wangyal at Assembly Hall, Mini Secretariat, here today.
Giving a brief outlay of capex budget, the Deputy Chairman informed that the total approved outlay of 2018-19 was Rs 13,739.62 lakh, revised outlay for 2018-19 was Rs 13,739.62 lakh, expenditure upto ending March 2019 was Rs 5,427.53 lakh and proposed outlay for 2019-2020 is Rs 14,214.53 lakh.
Addressing the House, the Deputy Chairman said as the implementing agency district officers holds the responsibility for timely implementation of the projects and urged them to commence the projects as soon the budget plan gets a final shape. He appraised the house that because of technical issues with beams expenditure couldn’t be meet upto mark in the last financial year but he assured smooth functioning of beams and timely achievement of expenditure budgets.
He informed the house that after constant correspondence by CEC with the State and Central Government around 2 kanal land in Dwarka, Delhi has been allotted for construction of Ladakh House that will incur nearly 160 lakh. He also informed that repair and renovation has been shifted to non-plan and directed all the district officers to submit their estimates to DC’s office at the earliest.
EC Agriculture Stanzin Phuntsog informed the house about the organic mission. He said that after series of meetings, trainings experts from Sikkim are in Leh to sign an MoU with LAHDC, Leh to start the Rs 45 crores project to turn Leh district into complete organic region into three phases from 2019-20, 2022-23 and 2025-26 based on a well planned roadmap.
The issue of rising dog menace posing serious threat to human life and wildlife was voiced loudly by all the councilors in the house. Gyal directed DC Leh to frame a committee involving councilors and also army representative to address the issue of dog menace.
EC Health Tsering Sandup informed about commitment of Airport Authority of India to sponsor Rs 2 crores under their CSR scheme to acquire MRI machine for SNM hospital, Leh and also a digital X-ray.
The councilors also reiterated the need to prioritize education sector citing the direction of CEC, JTN to improve education system in far flung areas first and then Leh later. Other departments like Power, Education, Employment, Tourism, Horticulture, Cooperative, etc were also discussed at length.
The GCM was attended by all the ECs, MLC, Leh Tsering Dorjey, Councilors, ADDC, Leh and all the head of the departments.
