SRINAGAR, Aug 26: A two days review meeting of Administrative Secretaries of 34 Departments of Jammu and Kashmir Government on Results Framework Document (RFD) began here today. The meeting was jointly organized by Performance Management Division in Cabinet Secretariat, Government of India and Planning and Development Department of Jammu and Kashmir Government.
The meetings to finalize the RFDs of Agriculture Production, Horticulture, Animal/Sheep Husbandry, Co-operative, Health and Medical Education, School Education, Technical Education, Information Technology, Science and Technology, PWD (R&B), PHE/I&FC, Industries and Commerce, Finance, Estates, Information, Hospitality and Protocol, Ladakh Affairs, Home, Housing and Urban Development, General Administration Departments were held today which were attended by Administrative Secretaries and HoDs of the concerned departments.
The meetings of the remaining departments – Forest, Rural Development, Fisheries, Higher Education, ARI and Trainings, Law, Justice and PA, Power Development, Tourism and Culture, Transport, Planning and Development, Revenue and Relief, Social Welfare, Consumer Affairs and PD and Labour and Employment would be held tomorrow.
For the smooth evaluation and monitoring, the departments have been divided in five syndicates consisting of 6-7 departments in each syndicate. The syndicate of Agriculture Production, Horticulture, Animal/Sheep Husbandry, Co-operative, Forest and Environment, Rural Development, Fisheries Departments is headed by J.N.L Srivastava, Convener with the team members Radha Singh Nirmal Andrews and Rudhra Gangandharan.
Syndicate 2 comprising of Health and Medical Education, School Education, Higher Education, Technical Education, ARI and Trainings, Law, Justice and PA, is headed by R. P. Agarwal, Convener with R. P. Agarwal, and Aasha Kapur Mehta as members.
Syndicate 3 comprising of Information Technology, Science Technology, PWD(R&B) ,PHE/I&FC, Power Development, Tourism and Culture, and Transport Departments is headed by K. Padmanabhaiah, Convenor with Moosa Raza, Arun Kumar and Vivek Mehrotra as members.
Syndicate 4 comprising of Industries and Commerce, Finance, Estates, Information, Hospitality and Protocol, Planning and Development, Revenue and Relief Departments would be headed by S. Sathyam, Convener with Anil Kumar, Chitra Chopra and Asha Swarup, as members.
Similarly, Syndicate 5 comprising of Ladakh Affairs, Home, Housing and Urban Development, General Administration, Social Welfare, Consumer Affairs &PD and Labour and Employment Departments would be headed by S. P. Jakhanwal, Convener with the team Members Asha Das, Pawan Chopra, and K. T. Chacko.
Besides, 9 PMD Staff Members/Resource Persons headed by R. L. Raichandani also participated in the meetings.
It may be recalled that the Results Framework Document (RFD) is an performance agreement for a particular financial year between the concerned Minister of the State Government and Secretary to Government of that Department. The agreement reflects Vision, Mission, Objective and functions and is basic document for monitoring, review and performance evaluation regarding the implementation of programmes with thrust on continuous improvement to achieve the desired objectives towards ultimate realization of Mission and Vision.
The final RFDs of all the departments after being approved by the High Power Committee will be put for implementation. By the end of the year, the result of all the departments will be evaluated and performance judged with excellent, very good, good, fair and poor whichever might be the case.
