3593 cases disposed of, Rs 21.5 cr awarded as compensation, settlement amount

National Lok Adalats held across J&K, Ladakh UTs

JAMMU, Apr 17: A total of 3593 cases were disposed of and Rs 21.50 crore was settled today in National Lok Adalats held across union territories of Jammu & Kashmir and Ladakh.
The Lok Adalats were held under the stewardship of Justice Pankaj Mithal, Chief Justice, High Court of J&K and Patron-in-Chief J&K and Ladakh Legal Services Authorities, and under the guidance of Justice Ali Mohammad Magrey, Executive Chairman, J&K Legal Services Authority and Justice Dhiraj Singh Thakur, Executive Chairman, Ladakh Legal Services.
As per the information received from the districts, out of a total number of 5447 cases taken up by 98 Benches in the day-long National Lok Adalats at various courts across the UTs of J&K and Ladakh, 3593 cases were disposed of and an amount of Rs 21,49,88,213 was awarded as compensation/settlement amount in civil, criminal, labour disputes, Electricity and Water Bills cases, Land Acquisition, Family matters, cheque dishonor and Bank Recovery cases.
M K Sharma, Member Secretary, J&K and Ladakh Legal Services Authority lauded the pragmatic approach of all the participants including the Judicial Officers, Secretaries DLSAs, Advocates, representatives of insurance companies & banks, staff of the courts & Legal Services Institutions and litigants, in settlement of cases in such a large number.
The Lok Adalat in the District Court Complex, Janipur (Jammu) was held under the chairmanship of Principal District & Sessions Judge M L Manhas (Chairman, District Legal Services Authority). A total number of five benches were constituted and the first bench presided over by M L Manhas dealt with MACT and Bank cases. Manhas was assisted by R S Jasrotia (Presiding Officer, MACT Jammu) and Syed Saifraz Hussain Shah (Additional District Judge, Bank Cases, Jammu). The second Bench comprising Ritesh Dubey (Additional Judge, Anti-Corruption, Jammu), Ashwani Kumar Sharma (1st Additional District & Sessions Judge, Jammu) and SS Bali (Additional District Judge, Matrimonial cases) dealt with Matrimonial cases.
The third Bench comprising of Kishore Kumar (Additional District & Sessions Judge, Jammu) and M S Parihar (Special Judge, Anti-Corruption, Jammu) dealt with civil cases. The fourth Bench constituting Manjeet Rai (City Judge, Jammu) and Umesh Sharma, Special Excise Magistrate, Jammu) dealt with cases u/s 138 NI Act, 488/125, CrPC, Domestic Violence Act cases and Criminal compoundable office. The fifth Bench comprising of Arti Mohan (Electricity, Magistrate, Jammu) and Pravin Pandoh (Special Municipal Magistrate, Jammu) dealt with Civil cases, Municipal, Electricity bills, Water bills and Revenue cases.
A total number of 343 cases were taken up out of which 101 cases were decided. A total sum of Rs 17,32,56,879.63 was settled in the Lok Adalat. Lok Adalat Benches were also constituted at Tehsil Headquarters at Akhnoor, Bishnah and RS Pura, which was presided over by respective Chairman, Tehsil Legal Services Committees.
The National Lok Adalats in District Courts Poonch were organized under the chairmanship of Chairman DLSA Poonch, Ashok Kumar Shavan (Principal District & Sessions Judge) Poonch. A total 951 cases were taken up by eight benches including civil, criminal, MACT, Bank Recovery, Pre-Litigation and other cases and out of them 853 cases were decided through mediation, conciliation and compromise. The decided cases included 1 MACT case, 22 Criminal cases and 11 civil cases while an amount of Rs 20,49,660 was settled.
The first Bench was presided over by Ashok Kumar Shavan and he was assisted by Aslam Chouhan Advocate while the second Bench was presided over by Madan Lal CJM (Chairman TLSC Poonch) and assisted by Abdul Majeed Khan Advocate (vice president Bar Poonch). The 3rd Bench was presided over by Sarfraz Nawaz Special Mobile Magistrate Poonch and assisted by Mohd Ishaq Khan Advocate whereas the 4th Bench was presided over by Shafiq Ahmed Malik (District Mobile Magistrate Poonch and assisted by Sanjay Raina Advocate).
The 5th Bench was presided over by Zaheer Ahmed Kafi Assistant Commissioner Revenue District Poonch and assisted by Anjum Bashir Khan, 6th Bench was presided over by Abid Hussain Shah Assistant Labour Commissioner Poonch, 7th Bench was headed by Shakeel Ahmed District Social Welfare Officer Poonch while the 8th Bench was presided over by Mushtaq Hussain Executive Officer Municipality Poonch. The Surankote Bench was presided over by Manzoor Ahmed Khan, Chairman TLSC Surankote. The Mendhar Bench was presided over by Shazia Choudhary, Chairman TLSC (JMIC) Mendhar and assisted by Advocate Mohammad Rashid Mughal and Advocate Ghulam Rasool.
The National Lok Adalat at District Court Complex Samba was held under the chairmanship of Sonia Gupta, Chairman DLSA (Principal District & Sessions Judge), Samba. Three benches were constituted for the Lok Adalat. The first Bench was constituted for taking up MACT& Bank cases, Pre-Litigation matters and all cases referred by District Judge which was headed by Sonia Gupta and Madhu Sharma, Additional Special Mobile Magistrate, Samba.
The second Bench was constituted of Arvind Sharma, Chief Judicial Magistrate, Samba and assisted by Poonam, Munsiff, Samba for taking up of NI Act cases and Criminal Compoundable cases of all nature, besides Civil cases. The 3rd Bench was constituted of Slahuddin Ahmed, Secretary, DLSA, Samba and Rashi Verma, Additional Munsiff, Samba for taking up of cases under 488/125 CrPC, D V Act and Petty Offence cases. A total number of 232 cases were taken up by the Benches out of which 189 cases were disposed of amicably and an amount of Rs 19,20,400 was settled.
In District Court Complex Reasi, the National Lok Adalat was organized by District Legal Services Authority (DLSA) Reasi under the Chairmanship of R N Watal (Principal District and Sessions Judge) Chairman, District Legal Services Authority. 243 cases of different nature were taken up in the Lok Adalat out of which 124 cases were decided and settlement amount of Rs 44,45,995 was awarded.
Four benches for settling the referred cases were constituted. First Bench was comprised of Principal District and Sessions Judge, R N Watal and Rekha Kapoor Nischal, Secretary DLSA Reasi whereas the second Bench was comprised of Chief Judicial Magistrate Reasi Adnan Sayeed and Rekha Kapoor Nischal, Secretary DLSA Reasi. The 3rd Bench was comprised of Manoj Parihar, Sub-Judge Katra and Sandeep Singh Sen, Munsiff Katra, while Bench 4 was consisted of Mahavir Singh, Munsiff JMIC Mahore and Bar president, Mahore.
The Lok Adalat was organized by the DLSA Udhampur at the District Court complex under the chairmanship of Chairman DLSA, Y P Bourney (Principal District and Sessions Judge). Total six benches were constituted in the Lok Adalat. The first Bench was comprised of Y P Bourney and Additional Session Judge S C Katal while the second Bench was consisted of B A Munshi, CJM Udhampur and Shafeeq Ahmed (District Mobile Magistrate Traffic Udhampur).
The third was comprised of Rajni Sharma Sub Judge, Secretary DLSA Udhampur and Kamiya Singh Andotra (Munsiff JMIC) Udhampur while fourth bench was consisted of Smritri Sharma Sub Judge, Chairman TLSC Ramnagar and Advocate K D Sharma. The 5th Bench was comprised of Amandeep Kour, Munsiff Chenani, Advocate Balwan Singh and Advocate A S Katoch whereas 6th Bench was comprised of Priyanka Mahajan Munsiff Majalta, Advocate M L Gupta and Advocate Devinder Singh.
A total 159 cases of different nature were taken up in Lok Adalat out of which 112 cases were settled with a settlement amount of Rs 19,19,375. Out of total amount realized, 15,43,000 was awarded as compensation in six motor accidents claims tribunal cases while Rs 3,22,025 was settled in 29 Bank Recovery cases.
The National Lok Adalat in District Court Complex Ramban was held today under the chairmanship of Principal District and Sessions Judge, Haq Nawaz Zargar, who is also the Chairman of DLSA Ramban. As many as six benches were constituted for amicable settlement of different types of cases referred by different Courts to the National Lok Adalat.
The first Bench was presided over by Chairman DLSA Ramban, who was assisted by Sub Judge, CJM, Anjum Ara while the 2nd Bench was presided over by Secretary, DLSA Ramban, Pooja Gupta, who was assisted by Munsiff, JMIC, Ramban, Arusa Choudhary. The 3rd, 4th, 5th and 6th benches were constituted at Batote, Gool, Banihal and Ukhral. A total 122 cases of different nature were taken up, of which 40 cases were amicably settled through mediation and reconciliation. An award of Rs 17, 25,000 was passed in MACT cases and Rs 12,650 was recovered as compounding fine in other cases.
As many as 37 cases including 8 Criminal compoundable cases, one complaint u/s 138 NI Act and 28 other cases were settled at the National Lok Adalat held in the premises of District Court Complex Kathua under the overall supervision of Kamlesh Pandit, Incharge Chairman DLSA (Additional District & Sessions Judge). A total 50 cases were taken up by two benches constituted to hear the cases.
Additional District & Sessions Judge, Kamlesh Pandita and Special Mobile Magistrate Kathua, Anjana Rajput constituted the first bench while Chief Judicial Magistrate, Sandeep Kour and District Mobile Magistrate, Brij Raj Singh were part of the second Bench. Besides, Lok Adalats were also organized by Tehsil Legal Services Committees Hiranagar, Basohli, Bani, Billawar and Mahanpur. A fine of Rs 1,01,000 was also realized.
In District Court Complex Kishtwar, the National Lok Adalat was held in the Meeting Hall. Two Benches were constituted for the settlement of different matters. The first Bench was presided over by Yesh Pal Kotwal (Principal District & Sessions Judge Kishtwar) and he was assisted by Secretary DLSA Kishtwar. The second Bench was presided over by Chief Judicial Magistrate Kishtwar and assisted by Munsift/MIC Kishtwar. A total 53 cases of different nature were taken up and 16 cases were settled. Besides an amount of Rs 40,58,934 was also settled.
The National Lok Adalat at Bhaderwah was organized under the chairmanship of Principal District & Sessions Judge Bhaderwah Vrinder Singh Bhou and DLSA Member Secretary Mudasar Farooq. During the Adalat, five Benches were constituted which took up a total of 120 cases and amicably settled 109 cases out of them. Beside this, Rs 54,400 was also recovered. Similar, Lok Adalats were also held at all subordinate courts in the district Doda that were presided over by the respective Chairman, Tehsil legal Services Committees.
In Kargil district of Ladakh, the Lok Adalats were held under the chairmanship of Chairman DLSA and Principal District and Sessions Judge, Muhammad Rafiq Chak. A total number of 4 Benches were constituted which took up a total number of 173 cases for hearing. The Adalat settled 146 cases amicably and recovered an amount of Rs 2,35,950 as fine/settlement amount.
The bench at District Court Complex, Kargil, was comprised of the Chief Judicial Magistrate (CJM)/Sub-Judge, Kargil (Presiding Officer) Tsewang Phuntsog, and Advocate Khadim Hussain and Advocate Haji Murtaza as members. A total number of 51 cases were taken up for hearing out of which 26 cases were settled down and Rs 1,86,300 was recovered as settlement amount.
The Bench at Munsif Court Sankoo was comprised of the Munsif/JMIC, Sankoo (Presiding Officer) Muneer Ahmad with Advocate Talib Hussain as member. A total number of 89 cases were taken and all the taken up cases were disposed off while an amount of Rs 42,200 was recovered as fine.
Similarly, the Bench at Munsif Court, Drass, was comprised of the Munsif/Additional Special Mobile Magistrate, Drass (Presiding Officer) Dedon Angmoo with BDO Drass as member. A total of 17 cases were taken up out of which 15 cases were settled down and Rs 2900 was recovered as fine.
The 4th Bench was constituted at Kargil which comprised of Muhammad Kazim, Assistant Commissioner Labour, Kargil (Presiding Officer) and Amina Khatoon, Inspector Labour, Kargil as member. Sixteen cases were taken up and all were settled down while Rs 4,550 was recovered as fine.
