Shortage of Postal orders

Sir,
This is in reference to the article ‘Shortage of Postal orders’ by Dr Raja Muzaffar Bhat (Excelsior May 21st). Dr Muzaffar has raised an important issue about non availability of Postal Orders in post offices.
I am an RTI activist based in Baramulla district and we too face similar problem here. Except in few post offices in Baramulla town , the Rs 10 postal order is hardly sold in smaller post offices. What is the fun when RTI applicants do not get the postal orders in their villages or towns ? As it has been advised to re introduce Non Judicial stamp papers once again , I appeal Government and Chief Information Commissioner  Khurshid Ahmad Ganai to make this happen. The stamp papers are easily available in towns and villages . These are sold in tehsil offices , muncif and district courts as well. In addition to it RTI applicant can write down application under RTI Act on the same stamp paper.
