JAMMU, Nov 26: The 70th Constitution Day also known as ‘National Law Day’ and ‘Samvidhan Divas’ was celebrated today across the Union Territories (UTs) of J&K and Ladakh.
The Day was celebrated in Ladakh at Sindhu Sanskriti Kendrya, Leh. CEC LAHDC, Leh Gyal P Wangyal, Advisor to LG Ladakh Umang Narula, Deputy Chairman LAHDC Tsering Sandup, Executive Councilors. Commissioner Secretary Ladakh Rigzin Samphel, Divisional Commissioner Ladakh Saugat Biswas, IG Police S S Khandare and Councilors graced the occasion.
A message from Lt Governor of Ladakh, R K Mathur was conveyed through video presentation at the event. In his message, LG Ladakh said that it’s a happy moment that UT Ladakh along with the rest of the country is celebrating this auspicious day. Addressing the gathering, CEC said that this day helps to ignite the lamp of knowledge in the minds of new generation, especially students who can understand the importance of Indian constitution, respect it and follow it religiously.
To commemorate the adoption of the Constitution of India and to honour and acknowledge the contribution of the founding fathers of the Constitution, High Court of J&K today organized an impressive function in the High Court Wing, Jammu. The proceedings were conducted by Sanjay Dhar, Registrar General, High Court of J&K. Preamble was also read during the function by the Judges, officers of the registry, staff and by other participants.
As part of celebration of National Law Day, a pledge ceremony to uphold and abide by the Constitution in true spirit was held in the office of Advocate General. Advocate General, DC Raina, Senior Additional Advocates General, Seema Khajuria and HA Siddiqui, Additional Advocates General, Deputy Advocates General and others participated in the pledge ceremony. Speaking on the occasion Advocate General, DC Raina, said that the Constitution symbolises the unity and integrity of our country in true manner.
The Directorate of Rural Development Jammu celebrated the Constitution Day under the supervision of Director, Rural Development Jammu, Sudershan Kumar. Joint Director (Adm) Joginder Singh Rai, read out the Preamble. All the staff members of the Directorate and staff of offices of Assistant Commissioner Development Jammu, District Panchayat Officer, Jammu, Superintendent Engineer REW Jammu, Executive Engineer, REW Jammu and Project Officer, DRDA Jammu pledged to uphold the constitution and rededicate themselves for nation building.
J&K Forest Protection Force celebrated the adoption of Constitution Day at its Headquarters in Narwal. The Preamble to the Constitution was read out and all the employees took the pledge to upload the fundamental duties of the Constitution bestowed upon them.
The Day was celebrated at the Directorate of Horticulture, Jammu, under the chairmanship of Shafiqa Khalid, Deputy Directorate (Central) Horticulture in which all the Officers/Officials of the Department participated. Preamble reading ceremony was organized at 11 AM, followed by pledge to the fundamental duties.
J&K Pollution Control Board celebrated Constitution Day at its Headquarters in Jammu. The function was headed by Suresh Chugh, Chairman PCB and organized by Dr Syed Nadeem Hussain, Regional Director, Jammu. All the officers and staff of the PCB took a pledge on the Preamble of the Constitution and the Chairman threw light on the fundamental duties as envisaged in the Constitution.
To mark the celebration of the Constitution Day, the ‘Preamble’ to the Constitution was read out at an assembly of the Officers and staff of Sheep Husbandry Department Jammu. The staff pledged to follow the fundamental duties. Director Sheep Husbandry, Dr Sanjeev Kumar presided over the pledge ceremony and highlighted the significance of celebration of the Constitution Day.
Nehru Yuva Kendra Jammu celebrated the Day by organizing a function in which the importance of Constitution was conveyed to the participants. A pledge was conducted by Nissar Ahmed, District Youth Coordinator, Nehru Yuva Kendra Jammu to all the participants.
The staff of J&K UT Advisory Board for Welfare and Development of Scheduled Castes celebrated the Constitution day in the office premises. Rich tributes were paid to the architect of the Constitution of India, Dr B R Ambedkar. The Secretary of the Board read out the “Preamble”. A pledge to the fundamental duties was also taken by the staff members.
J&K Forest Research Institute officers and staff today observed Indian Constitution Day. Conservator Dr Jitendera Singh administered oath of allegiance by reading out preamble and 11 fundamental duties of citizens towards safeguarding national integrity, sovereignty, saving environment, forests, lakes, wildlife as included after 42nd ‘ constitution amendment introduced in seventies.
Government Polytechnic Jammu celebrated ‘Samvidhan Divas’ in its premises. All the staff and students participated in the function. Arun Bangotra, Principal, explained the salient features of Indian Constitution to the students. Preamble of the Constitution was read out followed by the pledge to the fundamental duties taken by staff and students.
To commemorate 70th Anniversary of adoption of the Constitution of India, Jammu & Kashmir Judicial Academy organized “Preamble Reading Ceremony” in which officers and the officials working in the Judicial Academy read the Preamble of the Constitution of India and the fundamental duties enshrined in the Constitution. The participants resolved to uphold the values of the Constitution of India, especially the fundamental duties.
The Constitution Day was observed in the offices of Jammu and Kashmir Forest Corporation across the Union Territory of Jammu and Kashmir. In Kashmir, the ceremony was led by Muneer Ahmad Shayir, Chief General Manager (S&M) Kashmir in which senior officers along with staff took oath of allegiance to the Constitution of India. In Jammu, A R Moghal, Chief General Manager (P&P) along with officers and staff observed the Constitution Day.
Dulhasti Power Station also celebrated Constitution Day. On the occasion, Preamble to the Constitution of India was read out by Yogindra Kotha, General Manager Incharge along with senior officers and employees at the administrative building premise of Dulhasti Power Station.
To commemorate Constit-ution Day, a function was organized in the premises of Police Headquarters J&K. The function was presided over by the Director General of Police Dilbag Singh, while ADGP Headquarters A G Mir read out the Preamble of Constitution of India and administered pledge of Fundamental Duties to the officers and Jawans. The Day was also celebrated at all District Headquarters in J&K where concerned Police Heads presided over the function. At Railways Headquarters, the function was led by ADGP GRP J&K, Deepak Kumar.
To mark the day, a function was organized in the premises of Zonal Police Headquarters Jammu. S O to IGP Jammu Zone Rajesh Sharma read out the Preamble of Constitution of India and administered pledge of fundamental duties. He sensitized the officers and men of police regarding the exalted values and precepts enshrined in it. The Day was also celebrated at all District Police Headquarters of Jammu Zone.
District Legal Services Authority (DLSA) Jammu under the aegis of J&K Legal Services Authority celebrated Constitutional Day in the conference hall of District Court Complex, Janipur under the chairmanship of RK Wattal, Chairman, DLSA (Principal District & Sessions Judge) Jammu, who read out the Preamble of the Constitution and stated out the aims, objectives and importance of the Constitution of India.
To commemorate the day, an awareness programme regarding fundamental duties was organized at District Court Complex Reasi by Kamlesh Pandit, Chairman, DLSA (Principal District and Sessions Judge) Reasi in presence of Chairman Tehsil Legal Services Committee (Chief Judicial Magistrate) Reasi, Secretary District Legal Services Authority Reasi, Munsiff JMIC Reasi, Additional Special Mobile Magistrate Reasi and president Bar Association.
DLSA Udhampur celebrated Constitution Day under the supervision of Principal District and Sessions Judge, (Chairman DLSA) Mohan Lal Manhas. Additional Session Judge Soba Ram Gandhi, Sub Judge (CJM) Mohd Rafiq Chak, Sandeep Kour (Sub-Judge), Secretary DLSA, District Mobile Magistrate Ajay Kumar, Additional Special Mobile Magistrate Girja Shavan and Munsiff Kamaya Singh Andotra were also present.
Constitution Day was also celebrated in Sub Judge Court premises, Ramnagar under the supervision of Archana Charak, Chairman, Tehsil Legal Services Committee (TLSC), Ramnagar. APP Ramnagar Vijay Sudan Bar president, KD Sharma and other advocates were also present.
The Day was celebrated by DLSA Ramban under the chairmanship of Principal District & Sessions Judge, Kishore Kumar (Chairman, DLSA Ramban) by launching a year-long campaign focusing on creating awareness among masses regarding Fundamental Duties that are enshrined in chapter IV-A, Article 51A of the Constitution of India. The campaign was commenced with reading of the preamble to the constitution of India by the presiding officers.
DLSA Poonch celebrated the Day in a befitting manner. The importance of the Constitution Day was highlighted in this programme. Bars members of the district Poonch, senior Citizens, litigants, youths and general public participated in this function. It was impressed by the speakers. This function was presided over by Madan Lal, Chairman (Principal District & Sessions Judge) DLSA Poonch, Som Lal.
To commemorate Constitution Day, a function was organized at District Court Complex, Samba under the supervision of Mohd Akram Chowdhary, Chairman, DLSA (Principal District & Sessions Judge), who also read out Preamble of the Constitution. Among others, Ajay Gupta, CJM Samba, Swati Gupta, Sub-Judge, Secretary DLSA Samba, Jyoti Bhagat, Additional Munsiff Samba were present on the occasion.
Under the leadership of Justice Gita Mittal, Chief Justice, High Court of J&K and patron-in-chief, J&K UT Legal Services Authority, Justice Rajesh Bindal (Executive Chairman, J&K SLSA), Constitution Day was observed at District Court Kathua, where Pawan Dev Kotwal, Chairman, DLSA (Principal District & Session Judge, Kathua) read out the Preamble of the Constitution.
National Law Day was celebrated at District Court Complex, Bhaderwah under the chairmanship of DLSA and PrincipalDistrict & Sessions Judge Bhaderwah, Ashok Kumar Shavan, who read out the Preamble of the Constitution before the gathering. Secretary DLSA (Sub Judge) Sushil Singh and Munsiff Judge Sandeep Sen were also present.
In connection with Constitution Day, in an assembly of officers/officials, the “Preamble” of the Constitution of India was read out at headquarters of IRP 16th Battalion Ramban. It was followed by “pledge ceremony” of “fundamental duties”. A K Mahajan (SSP), Commandant IRP 16th Battalion and the participants sworn in the pledge.
SPS Police Training School (PTS) Kathua celebrated Constitution Day in the premises of the Institution. The day coincided with the formal inauguration of 27th BRTC batch which was done by Arun Gupta, SSP, Principal, PTS Kathua. He also read out Preamble of the Constitution. It was followed by pledge ceremony of fundamental duties.
Traffic Police National Highway, Ramban also celebrated National Law Day. The Preamble to the Constitution of India was read out and pledge to the fundamental duties was undertaken. Pamphlets, logos and posters regarding fundamental duties were distributed among the general public, throughout the jurisdiction of NHW-44.
District Administration, Ramban celebrated Constitution Day. The main function was organized at District Administrative Complex, Ramban where ADDC, Nawab Din, ADC, Ashok Sharma, CEO, AH Fani, Deputy DEO, Ravinder Sharma, Tehsildars, and various district and sectoral officers. The function was started with reading of the ‘Preamble’ to the Constitution of India by the presiding officers.
Constitution Day was celebrated by District Administration Kishtwar across the district. On the occasion, a rally of school students was flagged off by DC Kishtwar Angrez Singh Rana along with Director General Youth Services and Sports, Dr Saleem ul Rehman and others. Meanwhile, the participants including District/Sectoral Officers administered a pledge regarding the fundamental duties. Also the Preamble of the Constitution was read out.
The Management and staff of J&K SC, ST & BC Development Corporation celebrated Constitution Day in its office premises to mark 70th anniversary of the Constitution Day. Dr Bharat Bhushan, Managing Director of the Corporation, administered pledge of ‘fundamental rights’ to officers/officials present on the occasion who were Mohd Yaseen Financial Advisor/Chief Accounts Officer, M Iqbal Kataria, Deputy General Manager Projects, Anil Gupta Manager Finance, Anu Gupta Administrative Office, Kuldeep Kumar Manager Recovery besides District Managers of Jammu, Udhampur, Samba and Reasi districts.
Jammu Municipal Corporation under the chairmanship of Mayor celebrated the 70th Constitution Day in its Conference hall. The Preamble to the Constitution was read by the Mayor and Deputy Mayor. The Mayor exhorted upon all to discharge the duties as envisaged in the Constitution with due diligence in the larger interest of Nation and the Society.
J&K Grameen Bank under the chairmanship of Janak Raj Angural celebrated National Constitution Day to pay tribute to the contribution of Dr B R Ambedkar towards the constitution of the country. The programme began by reading the Preamble of Indian Constitution. It was followed by a symposium on National Constitution Day in which many employees of the bank participated.
The District Centre, Jammu of Jammu and Kashmir Entrepreneurship Develo-pment Institute (JKEDI) also celebrated the Constitution Day. On the occasion, Syed Firdous Bukhari, District Nodal Officer, JKEDI Jammu highlighted the importance of the Constitution Day while Dr Vinod Kumar Sharma, Teaching Associate read out the preamble of the Constitution.
The Press Information Bureau, Jammu today organized ‘Reading of the Preamble of the Constitution’ on the Constitution Day in its office premises at Media Centre, Radio Colony, Panjtirthi Jammu. Speaking on the occasion, Media and Communication Officer, PIB, Jammu, Sheikh Mudasir Amin said that the Preamble is a brief introductory statement of our Constitution and has set the guiding purpose, principles and philosophy of the Constitution.
Jammu and Kashmir Forest Department celebrated Constitution Day by organizing a function in Forest Complex Dogra Hall Jammu. The function was attended by Dr Mohit Gera Principal CCF J&K as the chief guest along with the Additional Principal CCF Central T Rabi Kumar, CCF WP Sandeep Kujur, CCF Jammu, Sameer Bharati and all the officers and staff of Jammu Forest Complex.
J&K Wildlife Protection Department celebrated “Constitution Day” of India in remembrance of adoption of Constitution of India by the Parliament on 26th November, 1949. Function was presided over by Suresh K Gupta, Chief Wildlife Warden, J&K. Kumar, MK, Regional Wildlife Warden read out the Preamble of the Constitution. The entire gathering pledged their allegiance to the fundamental duties as enshrined in the Constitution of India.
District Administration Samba organized a function in connection with Constitution Day at District Headquarters, Samba. District Development Commissioner, Rohit Khajuria administered pledge to all the participants. During the pledge ceremony, Preamble to the Constitution was read by all participants and the values enshrined were commemorated.
To celebrate the Constitution Day, District Administration Kathua organized a function at DC Office Complex where Preamble and Fundamental Duties was read among the officers and officials to reinforce one`s obligation towards upholding the constitutional ideals and values thus contributing to nation-building. Every department of Kathua District celebrated Constitution Day at their respective offices.
District Development Commissioner Rajouri Mohammad Aijaz Asad today chaired the Constitution Day celebrations held at District Headquarters. A preamble to the constitution was also read out on the occasion followed by pledged to the fundamental duties.

Social Welfare Department Udhampur celebrated Constitutional Day under the chairmanship of District Social Welfare Officer Sana Khan and took pledged to the fundamental duties.
District Administration Reasi organized an impressive function to celebrate 70th Constitution Day which was chaired by Principal Sessions Judge, Kamlesh Pandit. Deputy Commissioner, Indu Kanwal Chib, Additional District Development Commissioner, Ramesh Chander and Additional Deputy Commissioner, Rajinder Sharma were present on the occasion.
In Kishtwar, Deputy Commissioner Kishtwar Angrez Singh Rana flagged off a rally to create awareness among the people regarding important feature of the Constitution. The participants including District/Sectoral Officers and scores of school students also administered a pledge regarding the fundamental duties.
The Department of Ecology, Environment and Remote Sensing observed the National Constitution Day. All the employees took part in the pledge taking ceremony which was followed by undertaking pledges of duties mentioned in the Constitution of India.
Similarly, J&K Wildlife Protection Department celebrated Constitution Day in remembrance of adoption of Constitution of India by the Parliament. More than hundred employees of the wildlife protection department took part in the celebration.
Staff of Range Police Headquarters Jammu also celebrated 70th Constitution Day under the supervision of Deputy Inspector General of Police Jammu, Vivek Gupta who gave the brief introduction of the constitution and impressed upon all the staff members to work more efficiently/honestly, deal with the civil society politely to bring the police department more laurels.
Constitution Day was also celebrated across all the district headquarters in Kashmir division. In Ganderbal, a grand event was organised at conference Hall, Mini Secretariat, Ganderbal, where the Preamble was read out by the Additional Deputy Commissioner Ganderbal, Farooq Ahmad Baba and pledge on fundamental duties was taken by the Deputy Commissioner Ganderbal, Hashmat Ali Khan and all district officers present there.
In Kulgam, the day was celebrated across the district. The main function was held at mini-secretariat, Kulgam which was attended by all officers. On the occasion, Deputy Commissio-ner, Kulgam Showkat Aijaz Bhat read out the preamble and all the participants took the pledge to uphold the fundamental duties.
In Budgam, the District Development Commissioner Tariq Hussain Ganaie chaired a meeting of all district/sectoral officers to celebrate the Constitution Day at New Conference Hall, Budgam. During the meeting, the DDC read out preamble and charter of the fundamental duties and took pledge along with other officers to abide by the constitution.
In Kupwara, a function was organized at Conference Hall in which all district and sectoral officers participated. The function was chaired by Deputy Commissioner Kupwara, Anshul Garg. On the occasion, the Preamble of the Constitution and Fundamental Duties under Section 51A were read out and pledge was taken to abide by the rules of the constitution.
In Pulwama, a function was held at DC Office Complex in which DC Pulwama Dr Raghav Langer was the chief guest. On the occasion, Preamble of the Constitution was read and pledge to the fundamental duties was administered by DDC to District officers and officials.
Meanwhile, District Legal Service Authority Pulwama organized a function at District Court Complex Pulwama to observe the Constitution Day. Principal District & Sessions Judge Mohammad Ibrahim Wani was the chief guest on the occasion. Preamble of the constitution was read by Khurshid- ul- Islam Secretary DLSA and pledge to the fundamental duties was also administered.
The Constitution Day was also celebrated at Council Secretariat Leh. Chairman/ Chief Executive Councilor, LAHDC, Leh Gyal P Wangyal, spoke about the significance of celebrating the Constitution Day. Councillor Upper Leh Lobzang Nyantak led the Council members and staffs of Council Secretariat in taking the pledge by reciting the Preamble of the Indian Constitution and fundamental duties in local Bhoti language.
The Day was celebrated by District Legal Service Authority in collaboration with Bar Association Leh at Jhal-dZom Skit Tsal (Ahata-e-Waqar). Divisional Commissioner Ladakh, Saugat Biswas was the chief guest on the occasion. To mark the occasion, Preamble of the Constitution and fundamental duties were read by the Secretary, DLSA. President, Bar Association Mohd Shafi Lassu also spoke on the occasion.
In Kargil district, the Constitution Day was celebrated by different departments. District Legal Services Authority Kargil under the chairmanship of the Chairman DLSA (Principal District and Sessions Judge) Kargil, Riaz ul Haq Mirza organized a public awareness camp at District Court Complex. Secretary District Legal Services Authority Tsewang Phunsoq initiated the programme by reading the Preamble of the Constitution.
A similar programme was also held at Munsiff Court Complex Sankoo by the Chairman Tehsil Legal Services Committee and Munsiff Sankoo Wangiyal Tsering.
Similarly, a meeting on Citizens Fundamental Duties was organized by the Municipal Committee (MC) Kargil at the offices premises of the president MC. President MC Zaheer Hussain, vice president MC Gulzar Hussain, Executive Officer MC Shafqat Ali, Councilors of MC Kargil, senior citizens and staff members held detailed discussion over the responsibilities of citizens.
Gram Sabhas and pledge ceremonies were held by the Department of Rural Development at Panchayat Barchay, Choskore-B and Kukshow.
Similarly, talk shows, interviews and public messages on the making of the Indian Constitution were broadcasted in vernacular languages by All India Radio (AIR), Kargil, Press Club of Ladakh Kargil as well as social media platforms and local cable channels.
On Constitution Day, National Conference provincial president Devender Singh Rana paid tributes to architect of Constitution of India, Dr BR Ambedkar. Speaking at a candle-light function organised by SC ST OBC Confederation, president, RK Kalsotra at Ambedkar Chowk, as a chief guest, Rana recalled the contribution of the founder of the Constitution towards well being of the people in general and weaker sections of the society in particular.
To commemorate the Day, OBC Department of the Pradesh Congress Committee (PCC) J&K led by its Chairman Advocate Suresh Kumar Dogra remembered main architect of Indian Constitution Dr BR Ambedkar. He also read the Preamble of the Constitution.
Bharatiya Janata Party Anusuchit Jaati Morcha (SC Morcha), J&K celebrated Constitution Day at party headquarter, Trikuta Nagar. State president Ravinder Raina was the main speaker in the event. Raina, while addressing the gathering, emphasized on the role of Dr Ambedkar in framing of the Constitution and said that he stood for true equality for everybody and ensured that this is followed in letter and spirit.
To mark the occasion, the Panthers Party workers and leaders led by Harsh Dev Singh chairman JKNPP and Yashpal Kundal J&K president Young Panthers sat on a fast-cum-protest at Exhibition Ground Jammu urging upon the Government to honour and respect its provisions in the ultimate interests of the country and its people.
The Constitution Day was also celebrated by All India Confederation of SC/ST/OBC Organizations in Jammu, where a function was organised at Ambedkar Chowk to pay tributes to Dr BR Ambedkar by lighting the candles.
The Day was celebrated by Indian National People Welfare Society at Bahu Fort, Jammu. Local people and students of adjoining schools participated in the function and paid tributes to Dr BR Ambedkar, the main architect of Constitution of India.
