73 doctors terminated for unauthorised absence

JAMMU, Apr 26: In a major decision, the State Government today ordered termination of 73 doctors for unauthorized absence from duty.
They include 35 probationers and 38 regular doctors, who were continuously absent from the duty unauthorizdly and did not respond to the Government notice for reporting back to the concerned Directorate of Health Services.
Formal orders in this regard have been issued by the Health and Medical Education Department vide order numbers 301-HME of 2013, 309-HME of 2013 and 310-HME of 2013.
While all the 38 regular doctors, who have been terminated, are from Kashmir Division, the probationers include 19 from Kashmir and 16 from Jammu division.
According to Commissioner Secretary Health and Medical Education, M K Dwivedi, the Government was submitted lists of 130 unauthorized absent doctors in Kashmir and Jammu divisions, last year. “Consequently notices were issued through leading daily newspapers to all these doctors asking them to report back to their respective duties but 76 of them did not respond following which the termination orders were  issued,” he added.
A list of 90 unauthorized absent doctors was furnished by Director Health Services Kashmir while Director Health Services Jammu furnished list of 40 such doctors vide letter numbers Est/3/1-133/3091 dated 30-11-2012 and Es-3/Notice/1712 dated 24-08-2012, respectively.
Thereafter,  notices were  served to the doctors of  Directorate Kashmir and Directorate Jammu vide number HME/HRM/55/2-2011 dated 10-10-2012 and HME/HRM/55/2011  dated 13-12-2012, respectively asking them to report back to the respective Directorate.
As 38 regular doctors of Kashmir division did not report to the Directorate for explaining the reasons for their unauthorized absence thereby clearly indicating their non interest in joining back and rendering the service to the Department, the Government ordered termination of their services.
Similarly,  services of 19 doctors of Kashmir division and 16 of Jammu division, who were  on probation and had violated the provisions of Government Order vide which they were appointed as Medical Officer,  were terminated.
The regular doctors, whose services have been terminated, include Dr Sajad Fazili, Dr Khurshid Ahmad Shah, Dr Sadat Ahmad, Dr Chowdhary Gulzar, Dr Muddasir Rashid, Dr Najeeb Hussain, Dr Nowsheen Mir, Dr Gulzar Ahmad Yatoo, Dr Anjum Fazli, Dr Mohd Ibrahim Masoodi, Dr Mohd Iqbal Shah, Dr Sheikh Niyaz, Dr Riyaz Ahmed Lone, Dr Syed Yasir Mustafa, Dr Anisa Fatima, Dr Mohd Ali Imtiyaz, Dr Munaim Habib, Dr Firdous Bangri, , Dr Abdul Qayoom Rather, Dr Zahid Ali Khan, Dr Asif Hamid, Dr Shazia Bashir, Dr Zahoor Ahmad, Dr Tanvir Iqbal, Dr Hassan Ahmad Dar, Dr Farooq Ahmad Bhat, Dr Sabiha Firdous, Dr Jasmeet Singh Sethi, Dr Syed Asrar Ahmad, Dr Sheikh Ajaz, Dr Hamida Bano, Dr Mohd Mudasir Firdousi, Dr Andleeb Shadan, Dr Farhat Wani, Dr Shoukat Rashid Dar, Dr Moonis Farooq, Dr Ghulam Mustafa Wani and Dr Khalida Mustafa.
The Probationer doctors of Kashmir, whose services have been terminated, are: Dr Suhail Yaqoob Hakim, Dr Deeba Mushtaq, Dr Yasir Azad, Dr Asima Khan, Dr Abdul Munan Durrani, Dr Safia Saleem, Dr Novsheen Khan, Dr Sheikh Afaq, Dr Gousia Chowdhary, Dr Aisha Farheen, Dr Nazia Nazir, Dr Rafia Shamim, Dr Nahida Akhtar, Dr Tajmul Syed Malik, Dr Arshad Hussain, Dr Yasir Fayaz, Dr Faisal Mushfeen, Dr Mohd Iqbal Wani and Dr Mohd Naseem Rather.
The terminated Probationer doctors of Jammu Directorate, include  Dr Sumeer Mahajan, Dr Dapinder Choudhary, Dr Vinca Koul, Dr Sandesh Ganjoo, Dr Assia, Dr Sunil Kumar, Dr Renku Kikloo, Dr Poorita Manhas, Dr Abhilasha Sadhoo, Dr Majid Bashir, Dr Arti Sakral, Dr Sujata, Dr Raksha Kundal, Dr Anupriya Gupta, Dr Rajesh Sharma and Dr Anuja Sharma.
“By terminating the services of these chronic absentees, the Government has given a very clear and tough message  that the culture of absenteeism would be no more tolerated in the Health Department,” M K Dwivedi told the Excelsior.
He also informed that the Government  would now review the attendance of doctors after every three months to take action against those who are found absent from duty without proper authorization or who don’t join their duty after posting to the new place.
