SRINAGAR, June 23: Opposition Congress MLAs today staged a walkout from Legislative Assembly to protest against the nomination of 750 persons for various medical and paramedical courses without notifying these courses for general public.
Replying to a question by BJP MLA Rajiv Jasrotia, Health and Medical Education Minister Bali Bhagat admitted that the Government had not notified the courses for which 726 persons were nominated during last year. “The nominations were made as per the guidelines issued vide Government order number 357-HME of 2007 and 493-HME of 2001,” he said.
Out of these nominations 131 have been made in AMT School Jammu, 39 ANMT School Jammu, 32 in School Udhampur, 57 in ANMT Poonch, 35 in Rajouri, 44 in ANMT Doda, 37 in Kathua, 146 in AMT School Srinagar, 66 in ANMT School Anantnag, 56 in ANMT School Baramulla, 50 in ANMT School Kupwara and 33 in ANMT School Kangan.
Jasrotia, while raising supplementary to his question, said the nomination for the courses was illegal as Supreme Court had struck down the provision. He even said that the Government has violated the norms by nominating more than 20-25 percent candidates to these courses.
The Minister in its reply said: “If you will read the full report which is voluminous you will not find any violation. However, for M.D Courses we only make recommendation to ISM and Government of India sometimes accommodate keeping in view that ours is a deficit State”. ”I will examine if the nomination exceeds 20% I will look into it”, he said.
The Congress MLAs led by Rigzin Jora and CPI (M) MLA M Y Tarigami questioned the Government decision alleging that favouritism was exercised in granting the nominations. While defending the past decision, the Minister said he would ensure in future that areas of all MLAs are accommodated in future nominations.
The Congress MLAs, supported by CPI(M) MLA M Y Tarigami and Independent MLA P K Gupta, tried to storm the Well after the Minister’s statement. However, the marshals and assembly staff did not allow the members to rush to the well. Shouting slogans like “Bandar Baant Nahi Chalegi”,” Discretionary Quota Nahi Chalega”, the MLAs staged a walkout.
The Minister in reply to another question of Jasrotia said that no nomination has been made for BDS and BAMS courses in ISM. He, however, said the nomination has been made in MD course under ISM and 24 BAMS doctors were nominated for MD courses in different disciplines of ISM during the last two years.
The Minister said that in this regard the notification was issued by the Department of AYUSH A Central Government and applications were invited from subordinate offices and accordingly 26 applications have been received which were scrutinized in the office of Director General, ISM and the list of eligible Medical Offices were considered for nomination.
