NEW DELHI, Aug 23: Clarifying the doubt sought to be created by certain misguided elements, Union Minister Dr Jitendra Singh stated here today that Permanent Resident Certificate (PRC) holders also need Jammu & Kashmir Domicile Certificate in order to apply for jobs and to get other benefits.
Responding to media queries, Dr Jitendra Singh said, somehow an impression is being created in certain quarters that those holding PRC need not apply for the Domicile Certificate and appealed not to be misled by such rumours. However, he said, those holding PRC of the erstwhile State of Jammu & Kashmir are eligible for receiving new Domicile Certificate on the basis of PRC alone and such PRC holders shall not be required to produce any other additional document.
As far as the displaced Kashmiri Pandits are concerned, Dr Jitendra Singh said, they can get the Domicile Certificate on production of either PRC or Certificate of Registration as migrant. For such bonafide Kashimiri migrants and bonafide Kashmiri displaced persons who have migrated but not registered with the Relief Department, a special limited provision has been provided to apply before the Relief and Rehabilitation Commissioner (Migrant) for registration for the purpose of issuance of a Domicile Certificate only, he said.
The Jammu & Kashmir Grant of Domicile Certificate (Procedure) Rules 2020, said Dr Jitendra Singh, have a provision that applications for grant of Domicile Certificate can be submitted either physically or electronically online. The competent authority can also issue the Domicile Certificate electronically online.
Dr Jitendra Singh said, the new Domicile Law in Jammu & Kashmir has brought optimism not only to those presently living in Jammu & Kashmir but also to such residents who are living in different parts of the world.
Meanwhile, newly elected Member of Rajya Sabha Vivek Thakur, who happens to be the son of veteran BJP leader and former Union Health Minister Dr C P Thakur, today called on Dr Jitendra Singh to express happiness on the resumption of the holy Yatra of Mata Vaishno Devi which happens to be a part of the Minister’s Lok Sabha constituency.
Thakur also expressed his keen desire to visit the Vaishno Devi Shrine and pray for the well-being of everyone in the wake of COVID pandemic.
