Woman delivers baby in hired vehicle, authorities fail to fix responsibility

JAMMU, Aug 24: A pregnant woman delivered male baby in a hired vehicle in the premises of Community Health Centre (CHC) RS Pura, thereby raising the questions over the working of the hospital staff.
However, authorities have failed to fix responsibility in the matter as no action as warranted under law was taken against the hospital staff for their negligence till late tonight.
As per sources, a pregnant lady namely Usha Devi, wife of Sampuran Chand, a resident of Badyal Brahmana and was rushed to CHC RS Pura for delivery early morning.
“No doctor or paramedical staff was present in the hospital to help the lady in pain and she delivered a male baby inside a private van in the premises of CHC RS Pura”, sources said.
The lady kept crying for help in the hired vehicle, the video of which is viral on social media, sources said, adding that a lady sweeper present in the hospital premises on humanitarian ground helped the pregnant lady in delivering male baby inside the private van in the premises of CHC RS Pura.
“No ambulance was provided to the lady for shifting her to GMC Jammu and she was shifted to GMC Jammu in the hired vehicle, sources said, adding that at that time none of the doctor, paramedical staff and even Block Medical Officer (BMO) RS Pura Satish Chander was present in the hospital premises.
“BMO is supposed to stay at his or her place of duty and had to take permission from the concerned authority before leaving the place of posting”, sources informed, adding that BMO RS Pura left the station without taking permission from the concerned authority (SDM).
Instead of taking action against the hospital staff for their negligence, the authorities only sought explanation from the BMO RS Pura Satish Chander in the matter, which he failed to give till late tonight, sources added.
“It is a daring example of dereliction of duty and before recommending administrative action against BMO RS Pura to the competent authority under Jammu and Kashmir Classification Control and Appeal Rules 1956, BMO has been provided an opportunity to explain his position in the matter”, said an explanation sought from BMO by Sub Divisional Magistrate (SDM) RS Pura Ram Lal Sharma. The letter of explanation sought in the matter is in the possession of the Excelsior.
When contacted about any explanation given by BMO RS Pura Satish Chander in the matter, SDM RS Pura Ram Lal Sharma told the EXCELSIOR that no explanation has been given by him.
“I have written about the incident to Commissioner Secretary Health Atal Dulloo, Director Health Services Jammu and Chief Medical Officer Jammu in this regard”, he said, adding that this is matter of grave negligence and action must be initiated against those, who will be found guilty.
