JAMMU, Aug 25: The Government of Jammu and Kashmir has issued direction for mandatory uploading of required documents while preferring bills by Drawing and Disbursing Officers (DDOs) in the treasury through `JKPaySys’.
A circular in this regard was issued today by the Financial Commissioner, Finance Department, according to which, without uploading all the required documents by the DDOs, bills cannot be submitted online to the Treasuries and the necessary changes have been accordingly incorporated in the work module of `JKPaySys’ application.
Pertinent to mention that in terms of Government order No. 190-F of 2020, dated 25-06-2020, the Treasury officers were advised to ensure that all the documents viz AA, TS, e-tendering etc are in place while entertaining the bills through `JKPaySys’ besides pre, during and post execution photographic evidences of all the works under execution.
However, in respect of different schemes, such as Assistance, Loan, Insurance, Subsidy and Scholarships where Administrative Approval is usually not required, the DDOs shall upload sanction orders containing beneficiaries’ details and fund transfer through DBT while submitting bills to the Treasuries on `JKPaySys’.
