JAMMU, Aug 25: All India Backward Classes Federation (AIBCF) , J&K unit submitted a memorandum to Socially & Educationally Backward Classes Commission seeking attention and favourable action on it demands.
The delegation was led by F C Satia , President of the Federation, who held detailed discussion with the Commission with all relevant documentary proofs .
AIBCF demanded change of the nomenclature from “Other Social Castes” (OSC) to Other Backward Class” (OBC) which is prevailing in all States/UTs, adopting of the eligibility criteria as per Mandal report which is prevailing in all States/UTs, grant 27 percent reservation to OBCs as the population of OBCs is 30 percent in J&K UT and provide reservation to ALC/IB/RBA/PSP horizontally.
The delegation explained that despite abrogation of Article 370, all Central laws were not extended to Jammu and Kashmir. “Even as Article 370 has been abrogated and separate Constitution of the State has been removed, continuance of old Reservation Act, which doesn’t fit in the provisions of Indian Constitution, is totally illegal and illogical,” said the delegation adding that OBC of J&K were still not being given their due rights.
The Federation also raised its objections over the present system of reservation which provides, multiple reservations to the same person. “A General category person , who is Pahari speaking living in backward area can avail three types of Reservation, 10 percent being EWS, 10 percent being a resident of backward area and 4 percent being a Pahari speaking, which is total to 24 percent. This anomaly needs to be removed,” claimed the delegation, which was comprised of Satia, Kewal Fotra, Om Kataria and Balwant Kataria.
