JAMMU, Aug 28: Prajapati Sabha, J&K Jammu, submitted a memorandum to Socially And Educationally Backward Classes Commission to seek attention and requisite action for granting fundamental rights to the OBC.
The delegation was led by F C Satia, General Secretary of the Sabha, who held detailed discussion and presented all relevant documentary proofs before the commission. He demanded immediate change in the nomenclature from “Other Social Castes” (OSC) to Other Backward Class”, adopting the Eligibility criteria as per Mandal report, grant of 27 percent reservation to OBCs in J&K UT and provide reservation to ALC/IB/RBA/PSP horizontally.
In the memorandum, the Sabha explained that the reservation of 27 percent to OBCs which was upheld by Supreme Court of India in 1993 and implemented in whole of the country, was not implemented in J&K.
“On the Day of 5th August 2019, state OBCs were jubilant to celebrate that now, all Central laws shall be enforced. OBCs shall get their 27 percent reservation in default. But, unfortunately, this did not happen. Reservation Act 2004, which provided 2 percent reservation to OBCs was kept intact. When Article 370 has been abrogated and state of J&K has ceased to exist, separate Constitution of the State has been removed, hundreds of Central laws have been extended, continuance of old Reservation Act, which doesn’t fit in the provisions of Indian constitution, is totally illegal and illogical,” explained the memorandum, adding that keeping old reservation policy for J&K OBCs, implies that ill effect of Article 370 still prevail and OBC are not treated equal to other citizens of India.
Others, who accompanied Mr Satia, included Jeet Singh Sangotra (Convenor), Madan Lal Baldotra (Sr Vice President) and G R Dafaara (Publicity Secretary).
