JAMMU, Sept 5: Association of Industries (AOI), Gangyal has sought intervention of Lt Governor Manoj Sinha for the survival for small scale industry in Jammu and Kashmir.
In a meeting of the Association held under the chairmanship of Rattan Dogra, president, AOI, Gangyal, the entrepreneurs appreciated the J&K Govt decision to identify 20 investment projects 10 each in both the regions aimed at development and job creation in J&K.
AOI fully endorsed the initiative wherein ‘Railway Coach Factory’ type of units in the manufacturing sector could be prioritized to be established in J&K to lay emphasis upon boosting the establishment of a large number of Ancillary or vendor units to contribute towards the rapid industrialization and additional jobs creation.
Entrepreneurs stressed that such a bold and pragmatic initiative should not be allowed to be finalized on the pattern of the compilisation of Industrial Policy of 2016 further compounded through 2017 guidelines which ultimately culminated to look towards the previous 2004 Industrial Policy to seek guidance of issues of confusion resulting in exercise in futility and spreading chaos alround. The failure of the ill conceived 2016 Industrial Policy should be gauged by the fact that a Policy highly publicized to attract fresh investment of Rs 50,000 crores failed to attract any investment worth mentioning. Since 2016 Industrial Policy could not be suitably modified, it should be totally scrapped to pave way for totally restructured Industrial Policy, it said.
AOI entrepreneurs stressed that the local Micro/Small largely ‘Sons of the Soil’ entrepreneurs have remained constant sufferers continuously for over three decades on many accounts including prolonged militancy in J&K subsequent to earlier militancy in Punjab, withdrawal of competitive edge as prevalent through VAT Remission, denial of equivalent Fiscal Incentives assured to restore the competitive edge duly compensating local Micro/Small sector in GST regime, neglect of local Micro/Small units in purchases by Govt Deptts/ agencies further compounded by delay in timely payments of the material procured from local Micro/Small sector.
Association believed that the issues and grievances of the local Micro/Small sector are not being suitable addressed. AOI sought the intervention of Lt. Governor Manoj Sinha, his advisors and concerned functionaries to grant equal importance to protect the existing Micro/Small sector to sustain under the prevailing circumstances.
