CS reviews transfer of power to Panchayats

SRINAGAR, May 23: Chief Secretary Madhav Lal at a high level meeting of Administrative Secretaries today reviewed the follow up action on devolution of Funds, Functions and Functionaries to the PRIs in the State . He also ascertained the status and quantum of services transferred to these grass root institutions.
Chief Secretary received department wise appraisal of the actual devolution and implementation of the Government direction in this regard. Detailed description was given to the Chief Secretary regarding the modus operandi being followed by each department in actual transfer of power at the Halqa, block and district level.
Madhav Lal directed Administrative Secretaries to ensure that Panchayats are empowered fully and powers so devolved are being actually exercised by the PRIs besides local administration is rendering its full cooperation in this regard. He stressed on working in tandem to make local self governance strong and delivering. “This would enable accruing desired developmental outcomes and will also pave way for better supervision, response and working atmosphere”, he maintained.
The meeting also discussed measures for establishing better linkages at various levels and rendering of information in a simple communicable format for easy understanding of all stakeholders.
The meeting was attended by Principal Secretary Finance M.I.Khanday, Principal Secretary Planning and Development B.B.Vyas and other Administrative Secretaries.
