JAMMU, Apr 23: Former Minister and member AICC Abdul Gani Vakil today said that Congress led UPA Government was providing liberal financial assistance to Jammu and Kashmir but the  State Government was  not availing the opportunity to the best possible extent.
It is evident from the fact that even Utilization Certificates are not being forwarded to the concerned quarters timely, which has impeded the flow of funds to the State, he said while addressing Seva Dal workers in Jammu.

Expressing his concern over the silence of the Government on recent inquiry report of misappropriation of funds worth crores in PHE/Irrigation and FC Department, he demanded that facts contained in the report be put before public.
Besides others who addressed the convention included, Balvinder Singh Sambyal, Jugal Kishore Sharma, Nisar Ahmad Khan and   Raman Kumar.
