Plus 2 I/c lecturers, officers press for DPC, their confirmation

JAMMU, Oct 11: A virtual meeting was conducted by district co-ordination committee members of all districts regarding DPC and regularization of all Plus 2 Inchage (I/c) lecturers and officers.
The meeting was convened to convey the resentment of all inchage cadres of School Education Department (SED) to Principal Secretary SED and to all members of DPC over inordinate delay in DPC and their confirmation. They emphasized to clear the confirmation of all 600 expired, 3500 retired and 7000 serving incharge lecturers/officers.
All participants criticized the SED not to test the patience of teaching fraternity and incharge cadres on the name of re-vigilance clearance after six months, seeking fresh re-integrity, work and conduct again and again. “This is nothing but a tool of promoting corruption in the department by violating human rights norms since 2007,” they alleged.
Speaking in the meeting, Amar Nath Thakur said that SAC in December 2018 took decision to regularize all incharge gazetted officers/lecturers as one time exemption as extra ordinary situation has arisen due to long pending confirmation since 2007 and regularization committee was constituted by general administrative department on January 23, 2019 to confirm all.
Accordingly, he said, an HRM cell was created for the purpose and Chief Secretary BVR Subrahamanyam issued directions to complete all confirmations and enquires till April 30, 2019 but only one DPC meeting was held by SED on July 15, 2019 and 483 regularization orders were issued on October 18, 2019 and since then five DPC meetings have been postponed.
“The vigilance clearance of all incharge lecturers of all 37 subjects has been received by the department but it is issuing orders to resubmit files for re-vigilance clearance again and again. It is the fault of department not inchage cadres as all formalities have been completed,” he added.
All participants appealed Principal Secretary and DPC members to complete this unending process of 15 long years and do justice with all with in two months by implementing directions of the Chief Secretary in this regard.
