Shehnaz reviews devolution of powers to PRIs

POONCH, May 7: To review status of devolution of powers to Panchayats in district Poonch, MLC Dr Shehnaz Ganai, convened block level meetings of Panchs & Sarpanchs besides respective sectoral officers of the concerned fourteen departments at Surankote and Poonch.
“The objective of these meetings is to assess the problems in smooth implementation of development programmes besides working out remedial measures”, she maintained.
Dr. Ganai said that in a democratic setup people have the opportunity to get the development done as per their aspirations. She further said that the aim of Chief Minister Omar Abudullah is to establish a powerful Panchayat Raj system and transfer governance from Civil Secretariat to grassroots level.
She said the election to these institutions alongwith transfer of powers from 14 departments is aimed at realizing this goal. She asked the officers to identify shortcomings, if any, in devolution of powers to PRIs so that necessary steps could be taken in this regard.
She expressed satisfaction over the process of decentralization of powers and laid emphasis on capacity building of Panchs and Sarpanchs to utilize these powers in full. She impressed upon the officers to work in tandem with Panchayat members for effective development process.
The MLC cautioned the people against nefarious designs of anti social elements who want to derail the progress and peace process in the State. She asked Panchayat members to redouble their efforts in making the Panchayati Raj Institutions fruitful and significant for benefit of people.
