JAMMU, Dec 18: A deputation of All India Backward Classes Union, under the chairmanship of its president Abdul Majid Malik, met with the chairman of Backward Classes Commission of UT of JK Jammu and put forth the demands through a memorandum, which was submitted to the Chairman for consideration.
The discussion over the points highlighted in the memorandum, was started by the general secretary Prof Kali Dass.
The first point of discussion was the implementation of Apex court’s judgement of 1992 on Mandal report which got its implementation throughout the country and in all the States except J&K under the shade of Article 370. It was appealed to the chairman that even after the abrogation of Article 370, Mandal report was not implemented which contradicts the big claim of PM Modi and his BJP.
AIBCU said that even after abrogation of Article370, OBCs in J&K do not find any difference in the State before and after the abrogation of Article 370 and hence. We are of the view that for J&K OBCs, Article 370 is still invoked as no Central laws for reservations have been implemented here,” the delegation said.
The second point of discussion was of OBC status for which it was appealed to change the nomenclature of OSC (other social caste) to OBC like in the rest of the country and in all the States. Besides, the process of obtaining the OBC certificates be at the pattern of Central rules and not on the State rules as it was before the abrogation of Article 370, said AIBCU.
Demanding that creamy layer stage be enhanced to at least 22 lakhs, the AIBCU said that 8 lakhs present layer is very low and matter of representation becomes very weak. Since the only available record of OBC census is of 1931, it was appealed to recommend for a separate OBC column in census Performa meant for OBC census in 2021.
The Chairman and his two members assured recommendations for all the genuine points.
The other members who accompanied the deputation, included president Abdul Majid Malik, Gurmeet Singh Lobana (Jammu province general secretary) and Principal Darshan Mehra who also put forth the demands vigorously.
