JAMMU, Jan 6: Jammu Automobile Dealers Association members met Lieutenant Governor and discussed various issues being faced by them.
During the meeting, the members of the Association said that the order issued by MoRTH to all the Principal Secretaries and Transport Commissioners of all States and UTs on 10th February 2020 to register the vehicles having valid type approval (Road worthiness Certificate from the Authorized Testing Agency) is yet not being implemented in Jammu and Kashmir so as to forgo the cumbersome process of approving the new vehicles having valid ARAI/ICAT certifications.
“The showcause notices and penalties of Rs 1 lakh per vehicle are being imposed on the dealers on pretext that the vehicle are not approved and sold is unjustified. Even a two wheelers dealer where the cost of scooter is Rs 50,000 to Rs 60,000 has to pay Rs 1 lakh as fine”, the members added.
“We would request that vehicles may be registered on the basis of Form 22 issued by the manufacturers as is being done in other parts of the country”, they added.
To promote the sales of Electric vehicle the Road Tax is not being charged in other parts of the country, therefore we request your good self to please look into the matter so as to promote the same in our UT, they added.
“The critical issue is that of pending RCs which are rising with every passing day. Before 5th August 2020 everything was fine and there were no discrepancies or withholding of files by RTO office, but after start of Registration at Dealers point (which includes uploading of documents, issuance of RCs and fixing of Number Plates) unnecessarily the files of the new vehicles sold are being held up citing one reason or another which is resulting in delay in registration and harassment, meted out to customers”, they added.
“All dealers have received a communication from RTO office to all dealers to deposit Rs 2 lakh per dealer as surety/Bank Guarantee with the department, which is very surprising and unwarranted. In a way automobile dealer are service providers uploading the files in Vahan doing the work of RTO’s without charging any remuneration. Moreover we are paying advance payment for Registration and Token Tax charges and RTO office is not giving any credit to Automobile dealers for One Time Token Tax Payment”, the members stated.
“Another issue being faced by dealers in J&K is the registration of cars from neighbouring states in J&K. Himachal Pradesh has imposed an additional road tax on all vehicles being brought from outside the State. We would request you to consider a similar step to safeguard the interests of the automobile dealers and the customers as well”, the members added.
“MSME Ministry has approved the inclusion of auto dealers in the MSME category. To further support the industry, we would request you to kindly allow auto dealers to be eligible for allotment of industrial plots in J&K where they may be able to set up their service centres. This is already being done in places like Delhi and Haryana”, they added.
“A great initiative by Government was to digitize the process of issuance and renewal of Trade Certificates for Auto dealers. But, this has not been completely implemented and we would request your good self to kindly look into the matter”, the members added.
The members requested the Lieutenant Governor to help in sorting out the genuine grievances of the dealer fraternity as per the facts stated above.
