UDHAMPUR, Jan 24: An emergency meeting of Jammu Kashmir Teachers/Master Association (JKTMA) was held here today under the chairmanship of State president Rakesh Singh to discuss the issues relating to seniority list of teachers and Post Graduate teachers in different streams.
During the meeting, Rakesh Singh demanded from Administrative Secretary School Education Department to update the seniority lists of PG teachers and masters as per Govt order number 252, which clearly states that all the Post Graduate degrees acquired by the teachers through distance mode in Science stream are not recognized by the Government for promotion as they are illegal except those who are enrolled in the distance course before December 2005 as one time exemption.
“Scores of teachers and Masters have acquired Science degrees and B Ed degrees through distance mode mostly through off campus study centers and tuck shops and got promoted by the department merely on production of bonafide certificate which is nothing but a certificate issued by the university without any weightage, “ Singh added and questioned that if Supreme Court has clearly given a verdict that all the Science degrees acquired through distance mode after 2005 are null and void and cannot be considered for promotional benefits to the Govt employees, then what are the reasons that Director School Education Jammu without paying heed to this order granted promotion benefits on the basis of such fake degrees.
He warned that if any distance degree holders in Science got promoted then Forum would view it legally. He also urged DSEJ to remove all such teachers from the seniority list who are enrolled after 2005 to prevent any litigation later on.
Rakesh Singh also said that seniority list of teachers in many districts specially in Udhampur have many flaws as teachers of different cadres without any substantive post are placed in the seniority list which is technically and legally not correct besides in some cases date of engagement is written as their date of appointment.
Forum members also opposed the transfer policy of Grade 2 and Grade 3 teachers as their engagement is school specific by VEC committee. He warned all the ZEO of Udhampur district to issue GPF statements to all the teachers before May 30 through pay centers otherwise Forum would lodge a written complaint to the Lieutenant Governor.
