SRINAGAR, Jan 29: Jammu & Kashmir All Departments Clerical Staff Association (JKADCSA) today demanded the Government to immediately order schedule for foundation course as undue delay in conduction of the same has kept the future of thousands of clerical cadre in dark.
Condemning the callous approach of the authorities for adopting delaying tactics in implementing High Court Order dated 30-07-2017 and recommendations of Establishment-cum-Selection Committee regarding Secretariat Assistant Course (SAC), Jeelani Naik, president, JKADCSA said that due to non-conduct of the course since 2019, future of thousands of cadre members are lying in dark.
“Even as per Government Order 1141-GAD of 2017, the Institute of Management, Public Administration & Rural Development (IMPARD) was bound to organize the SAC/Foundation course round the year on back to back basis but unfortunately a single session of both the course have not been conducted since 2019,” Naik lamented.
The JKADCSA president said that SAC/Foundation Course is compulsory for all Junior Assistant and Senior Assistants to complete/cross the probation period and to get promotion for next higher post but due to non-availability of adequate training facilities whole cadre is suffering from mental stress.
“In order to get comprehensive solution of SAC issue, it is indispensible to establish SAC training centre at IMPARD, as already recommended and proposed by DG IMPARD and accepted by the Establishment-cum-Selection Committee but unfortunately the formal orders to this effect have not been issued till date and the case is lingering before the General Administration Department since 2018,” he added.
Naik urged the Government to issue formal orders for setting up a separate centre for augmentation of Secretariat Training Course which can work under the IMPARD and help clear the backlog in once at all. He said if the Government is not able to provide adequate and timely training to the clerical cadre outside Secretariat then the training should be waived off completely.
