This has a reference To the Circular Issued by Govt. of J&K, Finance Deptt. DE May 20. Physical Verification of Pensioners has been made a yearly affair by the Finance Deptt. which is painful, unwarranted and cumbersome for age old pensioners especially in Jammu, where the mercury has touched 44°C. The verification made during the year 2012 is as yet wet in the PPO’s, when the Finance Deptt. has issued a fresh circular for new physical verification.
There was no such practice upto March 2012, except that a certificate was to be furnished to the Bank Manager that the pensioner is alive. What prompted DG Acctts & Treasuries to issue such circulars from March 2012, is best known to them.
We propose that this verification process should be made after a gap of three years. After March 2012, it should have been March 2015, instead of 2013.
For the pensioners of Jammu Province, the practice of Physical Verification should start in March instead of May, June or July Jammu is too hot during summer and it is not advisable to ask pensioners (Senior Citizens) to attend such a cumbersome work during hot months.
The Bank Managers may be authorised to verify the concerned pensioners of the branch/instead of third party intervention of Treasury Officer, who is involved nowhere.
We appeal the Finance Minister to kindly intervene in the matter and come to the rescue of Senior Citizen/Pensioners in this unwarranted and irrational circular.
