Govt asks Admn Secys to regularly convene DPCs, says promotions should not be delayed

JAMMU, Feb 28: Stating that promotions and regularizations should not be delayed for want of procedural formalities, the Government has asked all the Administrative Secretaries to regularly convene Departmental Promotion Committee (DPC) meetings. Moreover, all those departments which have failed to initiate steps for accelerated recruitments have been explicitly told to remove bottlenecks at the earliest so that directions of the Lieutenant Governor are implemented in a time bound manner.
Official sources told EXCELSIOR that ever since BVR Subrahmanyam took over as Chief Secretary of Jammu and Kashmir, human resource management has remained his priority and in numerous meetings of the Committee of Secretaries he called for comprehensive measures to bring up a highly motivated workforce in the Government departments to attain the desired level of service delivery.
In such meetings, the Chief Secretary, a number of times, identified holding of Departmental Promotion Committee meetings, updation of Recruitment Rules and accelerated recruitment for immediate attention in all the Government departments.
“As far as Departmental Promotion Committee meetings are concerned, several Government departments have acted upon the instructions of the Chief Secretary but still there are numerous departments which are dilly-dallying on the same”, sources informed, adding “this is notwithstanding the fact that at present Jammu and Kashmir Public Service Commission is functioning at full strength and its assistance can be easily sought in respect of promotions at the gazetted level”.
It is pertinent to mention here that one member of the Public Service Commission remains the member of the Departmental Promotion Committee and with Commission having full strength the DPCs can be easily convened for timely clearing the promotions and regularizations.
“This issue came up for discussion in a high-level meeting chaired by the Chief Secretary recently and after ascertaining the progress of the departments in convening DPC meetings, the Chief Secretary asked the concerned Administrative Secretaries to regularly convene DPCs and ensure that promotions and regularizations of employees are not stuck up for want of procedural formalities”, sources disclosed.
The Chief Secretary has also asked the Administrative Secretaries to strictly adhere to the instructions passed by the General Administration Department vide OM No.GAD/MTG/RB-IV/04/2016 dated June 21, 2016 regarding reservation in Government service by promotion. Even the GAD has been asked to reiterate the instructions through a formal circular for the information of the Government departments.
They disclosed that on the instructions of Chief Secretary a Monitoring and Personnel Management Wing has been established in the General Administration Department to assist the departments on various aspects of DPCs as such there should not be any more slackness on the part of the departments in timely clearing promotions and regularizations.
They further informed that Chief Secretary has also issued instructions on accelerated recruitments after he noticed slackness on the part of certain departments in this regard.
“Majority of the departments have referred vacancies to the recruitment agencies-Jammu and Kashmir Public Service Commission and Services Selection Board for selection process but some departments are still facing certain bottlenecks/issues in finalizing and referral of vacancies”, sources said, adding “all such departments have been asked to take all the steps to resolve issues at their own level and bring the same to the notice of higher-ups, if required, for their early resolution”.
To ensure accelerated recruitments, the Government had constituted a high-level committee headed by Principal Secretary, Agriculture Production Department Navin Kumar Choudhary and the panel had submitted its report to the Government last year.
Lieutenant Governor Manoj Sinha is reviewing progress in ensuring accelerated recruitment after regular intervals. He has laid thrust on simplification of recruitment procedures and maintaining transparency to ensure faster and flawless recruitments.
