SAMBA, Mar 23: The farmers under the banner of Border Kisan Union (BKU) Ramgarh in district Samba gathered at office of the District Development Commissioner at Nandani Hills here and submitted a memorandum to Lt Governor through Anuradha Gupta, DC Samba today.
The memorandum demanded payment of pending relief against two damaged crops out of SDRF.
The farmers apprised DC that their two crops were badly damaged due to heavy unseasonal rains and storms resulting the Government declared ex-gratia grant and also released funds out of SDRF. But regretted that the authorities at the helm of affairs adopted pick and choose method and distributed same to few beneficiaries only. The others are approaching time and again and they are running from pillar to post till date but all in vain.
The memorandum said since a long time the Union has been approaching and knocking the doors of administration but to no avail. To avoid this grave disparity, the left out farmers be also compensated accordingly with Government scheme at an early possible.
They said as Samba is a border district and maximum agricultural land is at border where the farmers faced cross firing problems resulting the agricultural pump sets often remain off. The use of these pumps is needed for three months in Kharif season and for one month to irrigate wheat crop in Rabi season. Mostly for eight months the pump sets remain closed. The Central and State Governments provide subsidies to almost all departments.
The memorandum said that there is a mess in the system of issuance of IB certificate to border people. Also there is lack of uniformity as per guidelines of the same. Certain non required formalities are called for by the authorities and which causes delay. In addition to it, the permanent residents of border staying temporary there for livelihood and higher education to their wards are also ignored. This needs permanent solution in light of concerned guidelines of notifications.
It also demanded inclusion of left out villages in IB and said while including the villages of border within six km range of border, the rules/guidelines issued by the Government are not adhered to. Certain villages including Chak Slarian, Karalian and Bane Chak of Chak Slarian Panchayat, Gudwal Morha Koulpur of Gudwal B Panchayat and Chak Ram Chand, Tanda and Sujwan of Chhajwal Panchayat are left. Attention of authorities is invited for their inclusion.
It expressed solidarity with Kissan unions fighting against three farming Bills.
