* Not in favour of BEd as basic qualification for teaching

JAMMU, May 29: Considering the proposal to set up Jammu and Kashmir State Road Development Corporation as an attempt to deprive the party of its rightful claim over the Roads and Buildings portfolio, the Ministers of the Congress party would oppose this move of the coalition partner-National Conference in the Cabinet meeting scheduled to be held at Karnah near Line of Control (LoC) in Kupwara district tomorrow afternoon.
The Congress Ministers have also made up their mind to resist the proposal of the Higher Education Department headed by National Conference Minister, Abdul Gani Malik regarding fixing BEd as basic qualification for recruitment of teachers on the ground that it would indirectly promote unemployment.
The decision in this regard was taken in a meeting of the Congress Ministers held at the residence of Deputy Chief Minister, Tara Chand at summer capital of the State this evening. Besides Congress Ministers—Taj Mohi-ud-Din, Peerzada Sayeed, R S Chib, Raman Bhalla, Sham Lal Sharma, Nawang Rigjin Jora and Dr Manohar Lal Sharma, the meeting was also attended by Minister for Agriculture, Ghulam Hassan Mir.
“Both the agenda items for tomorrow’s Cabinet meeting were thoroughly discussed in the meeting and almost all the Ministers expressed views against setting up of Jammu and Kashmir State Road Development Corporation and fixing BEd as basic qualification for recruitment of teachers”, sources said.
They were of the opinion that establishment of State Road Development Corporation with Chief Minister as its Chairman would deprive the Congress party of its rightful claim over the R&B portfolio, which is being looked after by the Chief Minister, Omar Abdullah ever since the dismissal of Congress MLA from Inderwal, G M Saroori from the Council of Ministers following MBBS/BDS impersonation scam involving his daughter, sources disclosed.
“This move is totally against the stand taken by the party during a recent convention where party delegates and leaders in one voice stressed that R&B and School Education portfolios, which are presently looked after by the Chief Minister, should be returned to the Congress”, sources said quoting the observations of several party Ministers.
After thorough discussion, the Congress Ministers decided to press for deferring the proposal vis-à-vis setting up of State Road Development Corporation, sources informed, adding “majority of Congress Ministers were also not in the favour of proposal of the Higher Education Department regarding fixing BEd as basic qualification for recruitment of teachers”.
“Fixing BEd as basic qualification amounts to depriving youth with graduation and 10 + 2 qualification of opportunity to get engaged as Rehbar-e-Taleem (ReT)”, sources said quoting the observations of several Congress Ministers.
While expressing reservation over this proposal, the Congress Ministers would seek more clarity from the Higher Education Minister, Abdul Gani Malik and stress for thorough discussion on all the pros and cons of fixing BEd as basic qualification for recruitment of teachers before placing the agenda before the Cabinet once again, sources said.
