HMPHA urges FC to extend date of submission of bills

JAMMU, Mar 30: Hot Mix Plant Holders Association (HMPHA), Jammu Province has urged the Financial Commissioner, Finance Department to extend the date of submission of the bills till 31-03-2021.
The request was made following a meeting of the Association members during which all the speakers expressed displeasure over issuance of circular of Finance Department in which all the Drawing and Disbursing Officers/Treasury Officers were instructed to receive the bills at the treasuries upto 1 pm on 30-03-2021.
During the meeting which was presided over by Naresh Sharma (general secretary of the Association), the speakers said that due to slow networking since last evening i.e. 29-03-2021, all the DDOs were not able to upload their all bills and the Payment System (PaySys) site was showing notification “site is down for maintenance between 8 to 8:30 pm”.
Stating that timing of maintenance of Payment System site on the penultimate day of closing of the financial year is surprising as it appears that the Government is not interested to clear all the bills which are ready for uploading for payment resulting in surrender of the funds, HMPHA members urged the Financial Commissioner to extend the date of submission of the bills till 31-03-2021 as is being done by all other Central Government DDOs in the UT so that all the DDOs may upload all their pending bills to avoid surrender of funds and incurring of any liability for the next financial year.
